In 1990, 75% houses in Beijing were state-owned, with only a quarter left for individuals. From then on, the number of private houses has increased much but still less than state-owned ones. While by the year of 2000, private houses increased sharply from 40% in 1995 to 80% in 2000, when the state-owned houses only accounted for 20%.
It goes without saying that some driving factors that contribute to the above changes may be summarized as fallows. To begin with, with the rapid development of market-oriented economy, the Beijing government abandoned the traditional housing system which did not accommodate to the new situations. Houses were no longer distributed according to people's ages or official status. People were encouraged to buy their own houses.
