The Shanghai Cooperation Organization or SCO has, since its inception 12 years ago, seen its member states form a closely-knit community where their destinies and stakes are shared. The complicated landscape, international and regional alike, means that SCO will remain committed, now as ever, to regional security and stability as well as common development of its member states. That is the top priority and premier goal for the organization for quite some time to come. The latest developments on the international and regional landscape dictate that member states must work to safeguard stability and boost their economy.

On the security front, the "three evil forces", drug-trafficking and transnational organized crime threaten to undermine regional security and stability. What merits our attention is that regional terrorist groups and drug cartels are increasingly intermingled/is the growing collusion between... That means we must take a two-pronged approach in the fight against terrorism and drug-trafficking.

Economically we will focus on pragmatic cooperation and beef up financial cooperation. We will push for the establishment of SCO Development Bank as a way of providing a financing vehicle and settlement platform for infrastructure construction and business cooperation among SCO members. We will ramp up/intensify/step up pragmatic cooperation in the domains/spheres/realms/fields of transportation, energy, telecommunications and agriculture and increase the width and depth of cooperation projects/increase the reach and extent of cooperation projects/provide deeper and wider access to cooperation projects.
