On October 13, 2011, two vehicles ran over Yueyue, a two-year-old girl, in a hardware market of Foshan. She was mortally wounded, but the vehicles escaped immediately. During the seven minutes after the hit, 18 people passed the accident scene, but ignored her. Finally, a 57-year-old rag collector spotted her, moved her to the curb, and found her parents. Due to severe injuries the girl died in hospital seven days later. The incident has triggered furious debate in China.

Doing Boldly What Is Righteous
It is already known that a two-year-old girl was run over by two vehicles in Foshan, Guangdong province through the mass media dissemination. In China, this incident has fuelled a moral reflection boom.
There is no doubt that the irresponsible behavior of two hit-and-run drivers and the performance of eighteen passers-by should be condemned, and the 57-year-old rag collector should be praised for her goodness. The eighteen passers-by who did nothing to save the girl have aroused a heated discussion about the moral conscience. Their behavior is affected by the social relations and social psychology, which is an epitome of society lacking trust. It does exist in real life that the citizens get into trouble when rescuing people. For example, they are often framed for the perpetrators. Also they may expand the scope of damages or damage themselves because of improper assistance. In this way, many people reach out a hand with this concern in mind. Those who are enthusiastic choose to avoid. Those who are unsophisticated choose to be numb. Those who are warm-hearted choose to be indifferent.
This is not only an issue in the moral areas, but also an issue in the legal areas. In this social atmosphere, some people believe “the less trouble the better”. The kindness comes to no good but the trouble. This is the root of the indifference, numbness and Yueyue's tragedy. Little do they know, money and the material benefits are not the whole part of the society of civilization. Doing boldly what is righteous and rescuing the dying is the bottom line of social morality. Legally, Road Traffic Safety Law has provided the corresponding provisions that when a traffic accident happens, the driver should stop immediately and rescue the injured once cause human casualties. The law also regulates that the passengers, drivers of passing vehicles and passers-by shall provide assistance. Some attorneys and scholars suggest that doing nothing to somebody from ruin or danger should be into sin. At the same time, it is acceptable to encourage people to doing boldly what is righteous through legislation.
