Animportantissueinthisdebateiswhethercapitalpunishmentdetersmurders.Psychologistsandcriminologistswhoexaminedtheissueinitiallyreportednodeterrenteffect.EconomistsjoinedthedebatewiththepioneeringworkofEhrlich.Ehrlich‘sregressionresults,usingU.S.aggregatetime-seriesfor1933-1969andstatelevelcross-sectionaldatafor1940and1950,suggestasignificantdeterrenteffect,whichsharplycontrastswithearlierfindings.ThepolicyimportanceoftheresearchinthisareaisborneoutbytheconsiderablepublicattentionthatEhrlich‘sworkhasreceived.TheSolicitorGeneraloftheUnitedStates,forexample,introducedEhrlich‘sfindingstotheSupremeCourtinsupportofcapitalpunishment.
CoincidingwiththeSupremeCourt‘sdeliberationontheissue,Ehrlich‘sfindinginspiredaninterestineconometricanalysisofdeterrence,leadingtomanystudiesthatusehisdatabutdifferentregressionspecifications--differentregressorsordifferentchoiceofendogenousvs.exogenousvariables.ThemixedfindingspromptedaseriesofsensitivityanalysesonEhrlich‘sequations,reflectingafurtheremphasisonspecification.
Dataissues,ontheotherhand,havereceivedfarlessattention.Mostoftheexistingstudiesuseeithertime-seriesorcross-sectiondata.Thestudiesthatusenationaltime-seriesdataareaffectedbyanaggregationproblem.Anydeterrencefromanexecutionshouldaffectthecrimerateonlyintheexecutingstate.Aggregationdilutessuchdistincteffects.Crosssectionalstudiesarelesssensitivetothisproblem,buttheirstaticformulationprecludesanyconsiderationofthedynamicsofcrime,lawenforcement,andjudicialprocesses.Moreover,crosssectionalstudiesareaffectedbyunobservedheterogeneitywhichcannotbecontrolledforintheabsenceoftimevariation.
