A foreign language is a language indigenous to another country. It is also a language not spoken in the native country of the person referred to. Foreign language is a little different from second language. A second language means it is the second language used in the same country and it has an official language and a second one, while foreign language means it is taught as a language not used as the official language by some members within the country.
