【正确答案】The concept of government databases containing detailed information about individual citizens is very controversial. On the one hand, there are definite benefits to be gained for everyone. For example, medical researchers need to have access to comprehensive information about people's health in order to identify accurately the causes and development of diseases. This in turn means that they can develop better treatments, or even prophylactics. Also, having information about an individual's family history and their genetic characteristics allows doctors to give advice about lifestyle, or family planning. In addition, if governments hold comprehensive information about the general health of the population, they are able to plan education and training more effectively, and allocate adequate budgets. On the other hand, the accumulation of information by governments is perceived by some to be undesirable, and even threatening. For instance, sometimes governments collect information about people without their knowledge, especially information about their financial status and assets. They claim that the information is necessary in order to prevent or detect tax evasion. In my opinion, individuals have a right to privacy, and governments sometimes go too far in these matters. When they gather information without the approval, or even the knowledge of the individuals concerned, they cross the line of what can be regarded as acceptable. I think that the most important principal is that of consent: people should be consulted about the type of information as well as the methods used to collect it. Furthermore, the purpose of collecting information should be made transparent. In conclusion, while collecting and storing information about private citizens is certainly useful in many respects, there should be open debate about the nature and extent of the activity.
