   Some people believe that we should develop tourism. As more and more foreign tourists come to our country, both the central government and the local residents can get more money from them. There have been many small cities whose major income is from tourism. It is hard to imagine how people there could earn a living if there were no tourists coming at all.
   On the other hand, some other people argue that the development of tourism should not be encouraged. It is very difficult to protect against polluting the natural environment of the scenic spots with the influx of tourists. What's more, a large floating population may cause serious problems of public security.
   In my opinion, we should develop tourism in a way that may bring the least negative effects on the local communities. Tourism will be beneficial to everyone if we carry it out cautiously.
