When Japan began to rebuild after World War II, the government chose cars, steel, chemicals, shipbuilding and machinery manufacturing as supporting industries. In other words, Japan's economy was not determined by a free-market economy. Now, Japan's economy is not fully planned like Russia, far from it. But Japan does have a set of carefully chosen goals and priorities which allows the government and industry to work together to achieve the country's macro goals. As a result, Japan's car industry has been well-protected by the government. The government provides loans, accelerates depreciation, funds research and development, protects it from the influence of imported products and prohibits foreign investment.
