Topic: Regional Poverty:
Now, (say the names of candidate A and candidate B) here is a list of causes for pollution (Hand out the list to the candidates and let them read it through). What do you think the main causes of pollution are? I'd like each of you to choose three from the list and tell each other why. If you have different opinions you may argue and you may also add your own ideas that are not listed here. You just talk to each other and I won't join you. You have 5 minutes. All right. Would you begin? (The interlocutor may sit back and intervene only when necessary.)

·Lack of education
【正确答案】A: What do you think are the main causes for regional poverty? B: I think geographical position plays a very important role. Let's take the western regions in our country for example. There are many mountains there, which make it quite difficult to build roads. Because of this, it is hard to transport, either both raw materials or finished products. Thus these regions seem to be alienated from the others and therefore, cannot get rich. A: I couldn't agree more. But don't you think that overpopulation is another important reason? B: Maybe, but I'm not sure. You see, there're some rich places with a density of population, the eastern coastal regions of Australia, for example. By contrast, the vast inland of that country is sparse but poor. A: That's true. But overpopulation is really a big burden to the development of the economy, especially nowadays. We need fewer people for the same work than before, and a lot of unemployed people have to live on social welfare. Besides, more people will consume more energy. B: I quite agree with you on this. However, I think that lack of education is another main reason for regional poverty. It's well known that we are now in an information era, and technology is one of the most important factors for progress. Without efficient production, people cannot live a wealthy life no matter how hard they work. A: That's right. Knowledge will in the end decide the prosperity of an area. And how about lack of natural resources? In my opinion, it is also an important reason for regional poverty. B: But I don't think so. I can give you many examples for that. We cannot say Hong Kong and Singapore are rich in natural resources, but both of them are wealthy. That's because they organize their economy in a way that is suitable to them. So as far as I am concerned, disorganization of the economy is one of the main reasons for regional poverty.
