I am writing to complain about a chemical plant which contaminates the nearby river. Every day the plant drains a surprisingly large amount of waste liquids into it. Fish, which lived a few years ago in it, cannot be seen now. The water in it has become yellow and gives off a strong smell. The local residents suffer a great deal from the polluted water.
I think the local authorities should adopt several strong measures to deal with the public hazard. In the first place, the plant must be prohibited from discharging waste water into the river before it is purified. Secondly, a series of environment protection rules and regulations should be laid down. Those who violate them deserve to be fined heavily.
