Honorable Your Excellencies Ministers and delegates, Honorable specially invited guests of Hong Kong and Macao Special Administrative Region governments, Ladies and gentlemen, I am honored to be present at the Cultural Asia Ministerial Forum along with ministers and delegates in charge of cultural affairs from 23 Asian countries as well as specially invited guests of Hong Kong and Macao Special Administrative Region governments. Looking all around, I see not only many acquaintances but also new faces. The mutual target of achieving Asian prosperity through cultural cooperation offers us an opportunity to gather, to become acquainted and make friends. The theme of this Cultural Asia Ministerial Forum is "cultural Asia" Culture resembles a gentle breeze and light rain that nurtures and enriches us; and it also serves as a strong tie that binds and links us. Entering the 21st century, the whole globe is carrying out discussions on preserving cultural diversity against the background of economic globalization. UNESCO" Universal Declaration on Cultural Diversity, five international network meetings on cultural policies and two Asia-Europe Culture Ministers Meetings gradually bring home to us the importance of regional cooperation to Asian development and the equal stress on politics, economy and culture. Asian countries therefore commence active explorations in regional cultural cooperation based on long-term bilateral cultural exchanges. Two Meetings of the Asian Ministers Responsible for Culture and Arts and the AMCA Plus Three, two Regional Expert Meetings and three Asia Cultural Cooperation Forums in Hong Kong were held in Asia. The past five year" s was a development phrase of great importance in the world and Asian history of culture and civilization, in which cultural ministers and officials present today participated to varying degrees. Never before had the world such a tremendous scientific-technical potential, such a capacity to generate wealth and well-being. Authentic technological wonders that have made any place in the world to be always close with regard to distances and communications have not been capable of bringing well-being for everybody, but only for a meager 15% living in the countries of the North. The abysm between North and South is now so huge, that the unsustainability of the current economic order and the blindness of the people who try to justify continuing to enjoy opulence and waste, are evident. The great possibilities that a globalization of solidarity and true cooperation could bring to all people in the world through the scientific-technical wonders, have been reduced by the neo-liberal model to this grotesque caricature full of exploitation and social injustice. We were asked to be ultra-liberal in trade and to lift any barrier, which may obstruct the imports coming from the North, but the oral champions of free trade actually are the champions in the praxis of protectionism. The North spends one billion dollars a day in practicing what has been banned from doing, that is, subsidizing inefficient products. Today, vis-a-vis the obvious failure of neoliberalism and the great threat that the International Economic Order represents for the South, it is necessary to retake the Spirit of the South by forming an alliance among ourselves.

One measure of a robust transportation system is the diversity of travel modes. US cities are dominated by a single mode: the private car. On average, each person in the US cities sampled in 1990 logged 10,870 kilometers(6,750 miles)of city driving more than a round trip across North America. Growth in car use in the US cities between 1980 and 1990 was 2,000 kilometers per person, nearly double the increase in the Canadian cities, which have the next highest driving level. In industrial countries, urban car use has tended to rise as population density has declined. US cities have led the trend toward dispersed, low-density development. Between 1983 and 1990, the average roundtrip commute to work in the United States grew 25%, to 17 kilometers(11 miles). As cities sprawl, cars become essential while transit, bicycling, and walking become less practical. Compact Asian and European cities thus have the highest levels of non-motorized transport.As car use rises, car-related problems mount. Fatal crashes, for example, increase. The exception is cities in developing countries, where low car use is offset by poor signals and safety regulations. Nonetheless, highly car-reliant US cities exceed even developing Asian cities in per capital traffic fatalities. Worldwide, traffic accidents kill some 885,000 people each year—equivalent to 10 fatal jumbo jet crashes per day—and injure many times more.
