If there is one thing in which the citizens of all parts of the country have an interest, it is in the decent education of the citizens of all parts of the country. Our income tax now goes in part to keep our neighbors alive. It may have to go in part as well to make our neighbors intelligent. We are now attempting to preserve the present generation through Federal relief of the poor. Only a people determined to ruin the next generation will refuse such Federal funds as public education may require.

In many ways, our social statistics exaggerate the degree of hardship. Unemployment does not have the same direct consequences today as it did in the 1930s when most of the unemployed were primary breadwinners, when income and earnings were usually much close to the margin of subsistence, and when there were no countervailing social programs for those failing in the labor market. For every person counted in the monthly unemployment tallies, there is another working part-time because of the inability to find full-time work, or else outside the labor dependent, neglecting the needs of the working poor, so that the dramatic expansion of cash and in-kind transfers does not necessarily mean that those failing in the labor market are adequately protected.

The surging number of older people, many living alone, has also increased demand for property and pushed up house prices. Laura Lenox-Conyngham, 28, grew up in a large house and her mother did not need to work. Unlike her wealthy parents, she graduated with student and postgraduate loan debts of £13,000. She now earns about £20,000 a year, preparing food to be photographed for magazines. Her home is a one-bedroom flat in central London and she sublets (转租) the lounge sofa-bed to her brother.
"My father took pity and paid off my student debts," she said. "But I still have no pension and no chance of buying a property for at least a couple of years—and then it will be something small in a bad area. My only hope is the traditional one of meeting a rich man."
