单选题 In recent years, railroads have been combining with each other, merging into supersystems, causing heightened concerns about monopoly. As recently as 1995, the top four railroads accounted for under 70 percent of the total ton-miles moved by rails. Next year, after a series of mergers is completed, just four railroads will control well over 90 percent of all the freight moved by major rail carriers. Supporters of the new supersystems argue that these mergers will allow for substantial cost reductions and better coordinated service. Any threat of monopoly, they argue, is removed by fierce competition from trucks. But many shippers complain that for heavy bulk commodities traveling long distances, such as coal, chemicals, and grain, trucking is too costly and the railroads therefore have them by the throat. The vast consolidation within the rail industry means that most shippers are served by only one rail company. Railroads typically charge such"captive"shippers 20 to 30 percent more than they do when another railroad is competing for the business. Shippers who feel they are being overcharged have the right to appeal to the federal government's Surface Transportation Board for rate relief, but the process is expensive, time consuming, and will work only in truly extreme cases. Railroads justify rate discrimination against captive shippers on the grounds that in the long run it reduces everyone's cost. If railroads charged all customers the same average rate, they argue, shippers who have the option of switching to trucks or other forms of transportation would do so, leaving remaining customers to shoulder the cost of keeping up the line. It's a theory to which many economists subscribe, but in practice it often leaves railroads in the position of determining which companies will flourish and which will fail. "Do we really want railroads to be the arbiters of who wins and who loses in the marketplace?" asks Martin Bercovici, a Washington lawyer who frequently represents shippers. Many captive shippers also worry they will soon be hit with a round of huge rate increases. The railroad industry as a whole, despite its brightening fortunes, still does not earn enough to cover the cost of the capital it must invest to keep up with its surging traffic. Yet railroads continue to borrow billions to acquire one another, with Wall Street cheering them on. Consider the $10.2 billion bid by Norfolk Southern and CSX to acquire Conrail this year. Conrail's net railway operating income in 1996 was just $ 427 million, less than half of the carrying costs of the transaction. Who's going to pay for the rest of the bill? Many captive shippers fear that they will, as Norfolk Southern and CSX increase their grip on the market.

MESBIC’s are the result of the belief that providing established firms with easier access to relevant management techniques and more job-specific experience,as well as substantial amounts of capital,gives those firms a greater opportunity to develop sound business foundations than does simply making general management experience and small amounts of capital available.Further。since potential markets for the minority businesses already exist through the sponsoring companies,the minority businesses face considerably less risk in terms of location and market fluctuation.Following early financial and operating problems,sponsoring corporations began to capitalize MESBIC’s far above the legal minimum of $500000 in order to generate sufficient income and to sustain the quality of management needed.MESBIC’s are now emerging as increasingly important financing sources for minority enterprises. Ironically,MESBIC staffs,which usually consist of Hispanic and Black professionals,tend to approach investments in minority firms more pragmatically than do many MESBIC directors,who are usually senior managers from sponsoring corporations.The latter often still think mainly in terms of the “social responsibility approach”and thus seem to prefer deals that are riskier and less attractive than normal investment criteria would warrant.Such differences in viewpoint have produced uneasiness among many minority staff members,who feel that minority entrepreneurs and businesses should be judged by established business considerations.These staff members believe their point of view is closer to the original philosophy of MESBIC’s and they are concerned that,unless a more prudent course is followed,MESBIC directors may revert to policies likely to recreate the disappointing results of the original SBA approach.

Governor Stanforth Thumper insisted that there would be no reconsideration of the power project and no delay in its construction set for completion in three years. "This project will begin on time and the people of this state will begin to receive its benefits on schedule. Those who break the law in misguided attempts to sabotage the project will be dealt with according to the law," he said. And the police called in reinforcements from all over the state to handle the disturbances. The protests began before dawn Friday when several thousand demonstrators broke through the police lines around the cordoned-off construction site. They carried placards that read "No Nukes is Good Nukes," "Sunpower, Not Nuclear Power," and "Stop Private Profits from Public Peril. " They defied police order to move from the area. Tear gas canisters fired by the police failed to dislodge the protestors who had been prepared with their own gas masks or facecloths. Finally the gas-masked and helmeted police charged into the crowd to drag off the demonstrators one by one. The protestors did not resist the police, but refused to walk away under their own power. Those arrested would be charged with unlawful assembly, trespassing, and disturbing the peace.
