单选题In Britain there is a National Health Service (NHS) which is paid for by taxes and National Insurance, and in general people do not have to pay for medical treatment. Every person is registered with a doctor in his or her local area, known as a
general practitioner
(全科医生) or GP. This means that their names are on the GP"s list, and they may make an appointment to see the doctor or may call the doctor out to visit them if they are ill. People sometimes do have to pay part of the cost of drugs that the doctor prescribes. GPs are trained in general medicine but are not specialists in any particular subject. If a patient needs to see a specialist doctor, they must first go to their GP and then the GP will make an appointment for the patient to see a specialist at a hospital or clinic.
Although everyone in Britain can have free treatment under the NHS, it is also possible for him to have treatment done privately, for which he has to pay. Some people have private health insurance to help them pay for private treatment. Under the NHS, people who need to go to hospital may have to wait for a long time on a waiting list for their treatment. Anyone who is very ill can call an
ambulance
(救护车) and get taken to hospital for free urgent medical treatment. Ambulances are a free service in Britain.

A new study warns that about thirty
percent of the world's people may not have enough water by the year
2025. A private American organization called Population Action
International did the new study. It says more than
three-hundred-thirty-five-million people lack enough water now. The people live
in twenty-eight countries. Most of the countries are in Africa or the Middle
East. Mr. Engelman says the population in countries that lack
water is growing faster than in other parts of the world. He says population
growth in these countries will continue to increase. The report
says lack of water in the future may result in several problems. It may increase
health problems. Lack of water often means drinking waters not safe. Lack of
water may also result in more international conflict. Countries may have to
compete for water in the future. Some countries now get sixty percent of their
fresh water from other countries. This is true of Egypt, the Netherlands,
Cambodia, Syria, Sudan, and Iraq. And the report says lack of water would affect
the ability of developing to improve their economies. This is because new
industries often need a large amount of water when they are beginning.
The Population Action International study gives several solutions to the
water problem. One way, it says, is to find ways to use water for more than one
purpose. Another way is to teach people to be careful not to waste water. A
third way is to use less water of agriculture. The report also
says long-term solutions to the water problem must include controls on
population growth. It says countries cannot provide clean water unless they slow
population growth by limiting the number of children people
have.

Some people say that seals are the fairies of the sea and should not be killed.
The seals are the cleverest creatures thathave ever been found in the
sea. "In the Kingdom of the Seals" is an English fairy story by
Donald A. Mackenzie. It tells of a seal hunter who wounds a seal. The seal swims
away with the hunter' s knife still in its back. That evening a stranger on a
black horse calls at thehome of the seal hunter and takes him to the edge of a
cliff. Suddenly the seal hunter finds himself falling. He fails to thebottom of
the sea. The stranger changes into a seal and leads him towards
a huge underwater palace. Inside the palace he sees an oldgrey seal lying on a
bed in terrible pain. Beside the bed is a knife which the hunter recognizes as
his own. He is ashamedof his cruelty and begs forgiveness of the old seal.
Because this is a fairy story the wound is healed when the seal hunterlays his
hand on it and wishes. The old seal regains his strength straight away. The seal
hunter promises never to hunt sealsagain. Then he is led back to dry land. When
he gets home he finds his pockets are filled with pearls. So
much for the story --what about the reality? True seals are earless. There are
18 species of earless seals. Fur sealsare not true seals. Fur seals feed mainly
on krill -- a small type of shrimp. When diving for food seals have been known
toreach depths of 300 meters, but throughout the breading season of several
weeks, male seals do not eat or drink.
