As one of the 20th century's most
skillful political leaders, Franklin Delano Roosevelt was elected for an
unprecedented four terms. His New Deal Program, in response to the Great
Depression, utilized the federal government as an instrument of social and
economic change in contrast to its traditionally passive role. He said in his
inaugural address(就职演说), "The only thing we have to fear is fear itself." And he
helped American people regain confidence in themselves. Then in World War II, he
led the Allies in their defeat of the Axis Powers. Born in Hyde
Park, New York, on January 30, 1882, he was the only child of James Roosevelt
and Sara Delano Roosevelt. His father was a cousin of Theodore Roosevelt, the
26th president of the .U.S. After graduation from Harvard University in 1904,
Roosevelt attended Columbia University Law School without taking a degree and
was admitted to the New York State Bar (律师业) in 1907. In 1905, he married a
distant cousin, Eleanor Roosevelt, in a society wedding at which President
Theodore Roosevelt gave his bride away. Franklin Roosevelt' s
political career began with his election to the New York State Senate as a
Democrat in 1910. He quickly gained attention as the leader of an upstate
coalition (联盟)that fought the influence of New York City's Democratic Machine.
His support of Woodrow Wilson's candidacy as the Democratic presidential
nominee(被提名的候选人) in 1912 resulted in his appointment to the post of assistant
secretary of the navy, which he held during the World War I. In 1920 he was
chosen as the Democratic nominee for Vice
President.

This practice book is intended for foreign engineers or
students of engineering who have already mastered the elements of English, and
who now want to use their knowledge of the language to read books on their own
subjects. Readers should understand, however, that the purpose of the book is to
teach language, not to teach engineering. The language in which
scientific and technical facts are expressed is certainly not a different
language from that of everyday life, but all the same it presents the foreign
student with a number of special problems. The most obvious and the most widely
recognized of these problems is the vocabulary. One of the aims of this practice
book is to present as many technical words as possible, and as often as possible
: words such as work and pain and load and feed and force. Words like these look
harmless, but they can cause a lot of trouble to the student.
But more than anything else, I have tried to describe the technical
statement; that is, the completed sentence rather than the individual word. Many
of the structures illustrated in the book are essential to the expression of
technical facts and ideas-at least for the present.
