单选题Before the 1930's, workers were only paid as long as they were "smart." If they were smart enough not to be ill, they were paid. If they were smart enough not to be injured, they were paid. And if they were very smart, they would find strength to work every day until they died. When people were not this "smart," they looked for help. Their families, private charities, and churches did what they could. All of these groups helped when the economy was healthy. When the Depression hit, families, charities, and churches were weakened. And there was more need of them than ever before. Pat Cauley, a construction worker, kept a diary. Here is an entry from 1932: "Went to church. I said the family needed something to keep going. Got a nice sermon. Came home, pockets empty." Cauley's story was told by millions of others. Even when charities did help, people were not completely happy. People on soup lines did not starve. But their pride went hungry. In 1933, Democrat Franklin Roosevelt became president. He said government should replace charities. Since people paid for government, government support was not charity. Government support was people's tax money at work. People could feel they deserved government support. In 1935, Roosevelt signed the Social Security Act. The Social Security Act provided money for the elderly, the blind, and the handicapped. Workers benefited, too. Workers who were ill or injured were to receive money. Families were to receive assistance when working fathers died. People laid off from work were to be helped until they found new jobs.

When human talents are viewed as
resources and even assets to a corporation, the title of Department of Personnel
is changed to Department of Human Resources, or HR. HR is such a fashionable
title, but few of us really understand it as it is, which refers to the
individuals within the firm, and to the portion of the firm's organization that
deals with hiring, firing, training, and other personnel issues. And the hiring
part will be the focus of what we talk about here. The first
step for hiring someone to work for a certain corporation is to analyze the job
or the position, so that the kind of abilities, competencies of the ideal
candidate will be determined. What should be reminded at this stage it is
important to consider the factors outside of the corporation that would make a
difference about the recruiting, such as current and future trends of the labor
market e. g. skills, education level, government investment into industries
etc.. After analyzing the job, it comes to the stage of
providing a clear and easy-to-understand job description. When it comes to
recruiting, several ways could be used, such as job centers, employment
agencies/consultants, headhunting, and local or national media. Choosing a
suitable media is crucial here, you definitely do not want to advertise your
opening position on a national media if it is a position of sales manager
assistant in a remote county distribution center. Though human
resources have been part of business and organizations since the first days of
agriculture, the modern concept of human resources began in the early 1900s. By
1920, psychologists and employment experts in the United States started the
human relations movement, which viewed workers in terms of their psychology and
fit with companies, rather than as interchangeable parts.
Nowadays, more factors are considered when choosing a suitable employee,
not only should the candidate have the proper abilities and qualifications,
personalities are also evaluated to predict how well the candidate will interact
with the others employees. For some important positions, like the ones in
management, the recognition of the corporations' culture is also a key factor to
decide who the best choice is.

"My financial position isn''t worth looking at;" and the most devastating one of all, "I just can''t do it."
Going home that day, I couldn''t get Maria out of my mind. Her attitude conveyed the same negativity and fear that I believed annoyed many people. I was sure it was this attitude that prevented people from managing their money effectively. My counseling has taught me that these anxieties are inseparably connected to our self-doubts and fear for survival. Many of us are terrified of handling our money because we don''t believe we can do it well, and to do it wrong would put our very existence at risk.
On a deeper level we know that money is not the source of life, but sense of worth drives us to act as if it were. It locks us up in self-doubts and prevents us from tapping into the true source of our management power, our spirit.
