The on-rushing Cyber Age has given newfound power to us all, as seen in Jody Williams's one-woman organization using e-mail to promote a global ban on land mines. Yet, this is but a glimpse of what's ahead in the minds of those immersed in this great and accelerating transformation. 63) At Microsoft, Bill Gates predicts that by 2018 major newspapers will" publish their last paper editions and move solely to electronic distribution,'and that by 2020 dictionaries will redefine books as " eBook titles read on screen. " 64) Computers have metamorphosed from the University of Pennsylvania's 1961 ENIAC--whose more than 17,000 vacuum tubes had less number-crunching power than today~ s laptop — into thumbnail-sized computer chips containing 42 million transistors. William Van Dusen Wishard, president of World Trends Research, is concerned. 65) In a speech to the Issue Management Council in Washington D. C, he noted that "researchers at Carnegie Mellon University cite a two-year study showing depression and loneliness appearing at greater levels in people using the Internet than in others not using it, or not using it as much. Uruguay had the active boys as high as 42 percent, while Zambia had the lowest, at 8 percent. 65) Girls from India was the most active, with 37 percent meeting exercise recommendations, while girls from Egypt were the least active, with just 4 percent getting adequate exercise. The most sedentary nations were St. Lucia and the Cayman Islands. 58 percent of boys and 64 percent of girls spent at least three hours a day in sedentary activities. The least sedentary nation was Myanmar. In this country only 13 percent of boys and 8 percent of girls classified as sedentary. The study didn't give us a detailed reason about the various situations. Guthold speculated that urbanization could be a factor as well as access to cars and TVs.

Young people often feel the need to experiment and. as a result, to break away from the traditions they have been taught. In dealing with a foreign language, however, they have to bear in mind two conditions for experiment. 62) Any great experimental artist is fully familiar with the conventions from which he wishes to break free., he is capable of achievement in established forms but feels these are inadequate for the expression of his ideas. In the second place, he is indisputably an outstanding artist who has something original to express; otherwise the experiments will appear pretentious, even childish. Few students can achieve so intimate an understanding of a foreign language that they can explore its resources freely and experimentally. Not all feel the need to do so. 63) And in any case examination candidates need to become thoroughly acquainted with conventional usage as it is a sure knowledge of accepted forms that examiners look for. The student undertaking a proficiency course should have the ability to use simple English correctly to express everyday facts and ideas. 64) This ability to express oneself in a foreign language on a basis of thinking in that language without reference to one's own is essential at all stages of learning. Students with extensive experience in translation who have had little practice in using the foreign language directly must, above all, write very simply at first, using only easy constructions which they are convinced are correct, forgetting for the time being their own language and rigorously avoiding translating from it. More complex forms, more varied vocabulary and sentence structure should evolve naturally in step with the student's increasing knowledge of the language. The student introduces a certain form of construction only when he is thoroughly familiar with it and is certain that it is normally used in this way. As he achieves additional confidence, he can begin to take an interest in use of the language to create diverse effects. He may want to convey impressions of suspense, calm, dignity, humor, of music or poetry. 65) He will master the art of logical explanation, of exact letter writing, of formal speeches and natural conversation and of vivid impressionistic description. But he will still write within the limits of his ability and knowledge. And, as a learner, he will still be studying and observing conventional English usage in all that he writes.

(61) It has meant that in the first place the amount of benefits must be small lest people's willingness to work and support themselves suffers. "The purpose of social security, " said Huntford referring to Sweden's comparatively generous benefits, "is to dispel need without crossing the threshold of prosperity. " Second, social security benefits are granted under conditions designed to reduce the likelihood of even the boldest of spirits attempting to lice on the State rather than work. Many of the rules surrounding the payment of unemployment or supplementary benefit are for this purpose. Third, the value placed on work is manifested in a more positive way as in the case of disability. (62) People suffering from accidents incurred at work or from occupational diseases receive preferential treatment by the social security service compared with those suffering from civil accidents and ordinary illnesses. Yet, the stranglehold which work has had on the social security service has been increasingly loosened over the years. The provision of family allowarices, family income supplements, the slight liberalization of the wages stop are some of the manifestations of this trend. (63) Similarly, the preferential treatment given to occupational disability by the social security service has been increasingly questioned with the demands for the upgrading of benefits for the other trpes of disability. It is felt that in contemporary industrial societies the distinction between occupational and non-occupational disability is artificial for many non-occupational forms of disability have an industrial origin even if they do not occur directly in the workplace. (64) There is also the additional reason which we mentioned in the argument for one benefit for all one-parent families, that a modern social security service must concentrate on meeting needs irrespective of the cause behind such needs. The relationship between social security and work is not all a one-way affair. (65) It is true that until very recently the general view was that social security "represented a type of luxury and was essentially anti-economic." It was seen as merely government expenditure for the needy. As we saw, however, redundancy payments and earnings-related unemployment benefits have been used with some success by employers and the government to reduce workers' opposition towards loss of their jobs.
