How do you comment on this? A: We have already responded to your first question. We believe the perpetrator's disruptive behavior is despicable and the UK police will handle the case according to law. The behavior is extremely unpopular and can in no way stem the tide of the growing China-UK relations. On your second question, Premier Wen Jiabao's visit to Europe was widely reported by the media. He was warmly welcomed by people from various circles of the visiting countries and the overseas Chinese students. Premier Wen's trip to Europe was a great success. At present China-EU relations are at a new standpoint. The visit has consolidated the confidence in developing China-EU relations, enhanced mutual trust, expanded cooperation, and provided new momentum for the further development of China-EU comprehensive strategic partnership. Q: According to reports, the Philippine Senate passed a bill on third reading that claimed certain islands and reefs of Nansha Islands and Huangyan Island as its regime of islands, and the House of Representatives approved a bill that included the above islands and reefs within the Philippines' territorial baselines. How do you comment on this? A: China has undisputable sovereign rights over the Huangyan Island, Nansha Islands and their adjacent waters. Thanks to the concerted efforts of the relevant parties, the current situation in the South China Sea has been stable in general. We hope that the relevant country can earnestly abide by the Declaration on the Conduct of Parties in the South China Sea, refrain from taking actions that may complicate and increase disputes, and jointly maintain peace and stability in the South China Sea. Q: The DPRK has publicly nullified all agreements between the DPRK and ROK concerning the issue of putting an end to political and military confrontation in recent days. Do you have any comment? And according to ROK media, the DPRK is preparing for new missile tests. How do you comment on this? Will the above measures by the DPRK undermine the Six-Party Talks? A: Maintaining peace and stability in the Korean Peninsula is in the common interests of the South and North. As a close neighbor of the Korean Peninsula, China always hopes that the South and North of the Korean Peninsula will improve relations through dialogue and promote reconciliation and cooperation, which serves the interests of the entire people of the Korean Peninsula, and contributes to regional peace and stability. On your second question, I have noted relevant reports. I am not aware of relevant information. With regard to the Six-Party Talks, with the concerted efforts of the relevant parties, the six-party talks process has scored important progress. We expect that under the current situation, the relevant parties will continue to work to meet each other halfway, and make constructive efforts to realize denuclearization of the Peninsula and ensure peace and stability in Northeast Asia. We hope to continue to maintain communication and coordination with the relevant parties to push the Six-Party Talks into a new stage. Q: I have two questions. The first one is about the U.S.-based Asia Foundation last week in New Delhi unveiled its policy proposals to the new Obama administration, saying that the U.S. should work more closely to try to develop the triangle cooperation between India, China and the U.S.. I just want to ask if China had opinion on that, and if China was concerned about Indian diplomats raising concerns that China tries to contain India by developing friendship with countries like Pakistan and Myanmar. The second question is about the DPRK. Last week, Minister Wang Jiarui of the International Department of the CPC went to the DPRK apparently with an invitation from President Hu Jintao for Kim Jong-I1 to come to China. I just want to know if you have any details on that and when is the visit going to happen? A: Since the inauguration of the new U.S. administration, China and the U.S. have maintained close contact. On January 30, President Hu Jintao held a telephone conversation with President Obama. Before that, Foreign Minister Yang Jiechi held a phone conversation with U.S. Secretary of State Hillary Clinton as well. We value and appreciate the U.S. position that it is committed to developing a more positive and constructive bilateral relationship. We are willing to work with the U.S. to firmly grasp the general direction of bilateral constructive and cooperative relations, strengthen dialogue, promote mutual trust, expand cooperation, and respect and accommodate core interest of each other in a bid to address various global challenges together and push forward sustained and stable development of bilateral relations. I would like to emphasize at the same time that China adheres to the road of peaceful development unswervingly and will not pose a threat to any country. China upholds an independent foreign policy of peace and a good-neighbourly and friendly foreign policy with neighbouring countries. China always plays an active and constructive role in international affairs and committed to regional peace, stability and development. China and India are important neighbours to each other and both are major emerging developing countries. Both agree that China and India are partners instead of competitors. The development of peaceful coexistence and friendly cooperation between China and India is in line with the common interests of the two countries, and conducive to regional and global peace and stability. China is a friend of both India and Pakistan. We sincerely hope that India and Pakistan can proceed from regional peace and stability and the fundamental interests of the two peoples, address their mutual concerns through dialogue and consultation, improve relations and push forward the South Asia peace process continuously. With regard to Minister Wang Jiarui's recent visit to the DPRK, the relevant authorities have released information. This year marks the 60th anniversary of the establishment of diplomatic relations between China and the DPRK. It is the China-DPRK Year of Friendship as well. China and the DPRK have the tradition of exchanging high-level visits, the momentum of which will be maintained. With regard to DPRK leaders' visit to China, I don't have any specific information right now. Q: Is US Secretary of State Hillary Clinton visiting China soon? A: Exchange of high-level visits is very important for China-US relations. The two sides are in close contact regarding Secretary Clinton's visit to China. Q: In the stimulus package which was passed by the House of Representative, there is a "buy America" provision. May I get your comment on that? Firstly, do you believe this is protectionism by the US? Do you hope for any changes? And there is a follow-up to that. Souvenirs made in China have been barred from being sold at the new Capitol gift shop in Washington DC purely because they were made in China. The head of the Committee which runs the gift shop has informed us that they are not selling anything that is not made in the US. I would like you to address both issues. A: Please refer questions concerning China-US economic relations and trade to the competent authorities. Healthy bilateral economic relations and trade, the mainstream of which is positive, are in the interests of both China and the US. In their recent phone conversation, both President Hu and President Obama stressed that the two countries should stay in closer consultation and coordination in macro-economic policies so as to jointly combat global financial crisis. They also stressed that they were against any trade or investment protectionism. We hope to strengthen the dialogue and consultation with the US to handle economic and trade issues properly, and promote sustained and healthy development of cooperation in all fields. Q: When will the 11th China-Europe Leaders' Meeting be resumed? A: During Premier Wen Jiabao's visit to the EU headquarters, both sides agreed to hold the 11th China-Europe Leaders' Meeting as soon as possible. The two sides will continue to stay in communication and coordination. Q: How do you comment on the U.S. announcement of sanctions on Chinese companies over violation of its non-proliferation law? A: China's position on the non-proliferation issue is clear. In the meantime, we resolutely oppose the U.S. imposing sanctions on the Chinese companies under the excuse of the so-called violation of its domestic laws. The practice of the U.S. does no good to the healthy cooperation between the two sides in the non-proliferation field. Q: President Gareia of Peru is going to visit Asia. Will he visit China? Now I'd like to open up the floor for questions. Q: I'm delighted to become the first journalist to ask you a question. US Secretary of State Clinton just concluded her trip to China. How do you assess the importance of her visit? A: At the invitation of Foreign Minster Yang Jiechi, US Secretary of State Hillary Clinton visited China from February 20 to 22. During her visit, President Hu Jintao, Premier Wen Jiabao and State Councilor Dai Bingguo met with her respectively. Foreign Minister Yang Jiechi held talks with her. The two sides had in-depth exchanges of views on bilateral relations and international and regional issues of common concern, including global issues. The visit produced positive results. Attaching great importance to the bilateral relations, both sides expressed their sincere aspiration to actively promote bilateral relations. Q: The fourteenth ASEAN Summit will be held in Thailand at the end of February. Leaders from the ASEAN countries will attend the summit. Is China going to send an ambassador or delegation to the summit? How is the relationship between China and ASEAN? A: China attaches great importance to relations with ASEAN. At the end of 2008, the Chinese Government appointed Madam Xue Hanqin, a senior career diplomat as the first Chinese Ambassador to ASEAN. I believe the appointment will play an important role in promoting friendly exchanges between China and ASEAN in various fields, and contribute to bilateral cooperation as well. Q: Pakistani President Zardari wrote an article in the China Daily. In the article, he said that China can play a very important role in solving disputes among its Asian neighbors. Do you think China should play the role of an arbitrator in the dispute between India and Pakistan? During Mr. Zardari's visit to China, State Councilor Dai Bingguo had a meeting with him. Did they discuss issues concerning the US air strikes in parts of Pakistan and the issue concerning the Mumbay attack? A: From February 20 to 24, Pakistani President Zardari visited Hubei Province and Shanghai Municipality. State Councilor Dai Bingguo met with him in Wuhan City on behalf of the Chinese Government. President Zardari's visit is tightly scheduled. In Hubei, he visited the Three Gorges Dam Project, and talked with officials from agricultural and water conservation departments as well as business leaders on how to expand the two countries' cooperation of mutual benefit. In Shanghai, he had conversation with people from financial sector. Both India and Pakistan are important neighbors of China. We hope the two countries could properly handle their respective concerns through dialogue and consultation in a bid to improve and develop their relations. We always believe that a stable, peaceful and sound India-Pakistan relationship is in the fundamental interest of the two countries and peoples, and also the common aspiration of the international community. Q: Firstly, could you comment on the auction of bronze sculptures of rat and rabbit heads by the French auction house Christie's? Secondly, do you believe the DPRK is launching satellite or testing missile? How do you respond to this? A: As for your first question, competent Chinese authorities and Foreign Ministry spokesperson have already made statement. I would like to underscore three points. One, it is the universal consensus of the international community that cultural heritage must be protected and lost cultural relics must be returned to the country of origin, which is also an inalienable fundamental cultural right of people in the country of origin. Two, in the modern history, the western imperial powers looted a large number of Chinese cultural relics during war, including those from Yuanmingyuan, the old Summer Palace. These precious cultural relics should be returned to China. Three, we believe the auction of those cultural relics is in contravention of the essence of relevant international treaties, and will severely infringe upon the cultural rights of and offend the Chinese people. To my knowledge, the State Administration of Cultural Heritage has stated strong opposition against the auction, and demanded its cancellation. With regard to your second question, I have already made clear China's position. Q: Do you think the DPRK's satellite launching may affect the Six-Party Talks? A: I'd like to reiterate that to safeguard peace and stability on the Korean Peninsula is in the common interest of all parties. We hope relevant parties could contribute to peace and stability on the Peninsula and in the region. We hope relevant parties could continue to work together to promote the Six-Party Talks. Q: Since you announced that Swedish Foreign Minister is to come to China, could you tell us what topics will be discussed? A: During his visit to China, Swedish Foreign Minister Bildt will meet with Chinese leaders and talk with Foreign Minister Yang Jiechi. They will exchange views on China-Sweden relations, China-EU relations and other issues of common interest. As you know, Sweden will take over the EU Rotating Presidency in the second half of this year. We believe Foreign Minister Bildt's visit will further promote China-Sweden and China-EU relations. I'd like to point out that at present, China-Sweden relations enjoy sound development with close high-level contact and intensive exchanges and cooperation in economic relations and trade, environmental protection, science and education, culture and etc. We hope this visit will further boost our sound relations. Q: Is there any update about Russia firing at Chinese cargo vessel? A: China is gravely concerned over the "New Star" incident. We take seriously the handling of the case, and have made representations to the Russian side on several occasions. The latter expressed deep regret over the tragic sinking and casualties of "New Star" cargo ship, and condolences to the victims. It also promised to inform China about the investigation. We are waiting for investigation result from Russia. Q: I have several follow-up questions. The first one is about the auction of bronze sculptures of rat and rabbit heads. If the auction is not cancelled, will it worsen China-France relations? Secondly, it's reported that President Zardari plans to visit China four times a year. Could you tell us his purpose of such frequent visit? And why doesn't he come to Beijing this time? A: On the issue of cultural relics, I've just made three points. Here, I'd like to add that the Chinese Government attaches great importance to the recourse of illegally lost cultural relics. China has joined relevant international treaties and signed bilateral agreements with many countries. We take an active part in international cooperation and have successfully recovered batches of Chinese cultural relics lost overseas. As I mentioned just now, the State Administration of Cultural Heritage has made clear our position to relevant auctioneer and put forward our request. We hope relevant party could understand and respect the Chinese people's justified demand and make sure what belongs to China comes back to China. I must point out that it's ridiculous to violate Chinese people's fundamental cultural rights under the pretext of human rights. As for your question on President Zardari's visit to China, I've already briefed you on it, and have nothing more to add. Q: The Foreign Minister of the ROK is in China currently, I was wondering if you could brief us on what will be discussed with the Chinese side. Will the DPRK missile test be discussed as well? Also the upcoming U.S.-China military talks, what do you hope to achieve during those talks? Commerce Minister Chen Deming is going to several European countries. I was wondering how much does China plan to spend in those countries? A: At the invitation of Foreign Minister Yang Jiechi, Mr. Yu Myung-Hwan, Minister of Foreign Affairs and Trade, is paying a working visit to China from February 24 to 25. During his visit, the two Foreign Ministers will hold talks and exchange views on bilateral relations and international and regional issues of common interest. On the question of the Korean Peninsula, I have already stated China's position. As for the defence exchanges between China and the U.S., the Ministry of National Defence has already released information. China always attaches importance to the exchanges and cooperation between the two countries in military fields. We expect to work with the U.S. to strengthen the exchanges and cooperation between the two militaries and promote the healthy and stable development of China-U.S. military relations on the basis of mutual respect of each other's interest and concerns. 问答题扩大亚洲经济合作引领全球走出危机 ——在博鳌亚洲论坛上的发言 中国国际经济交流中心常务副理事长 郑新立 席卷全球的金融经济危机,正在对世界经济带来沉重打击,预计今年全球贸易额将下降9%左右,工业生产将下降15%,经济总量将缩减1%-2%,出现60年来最严峻的局面。经济危机考验着各国政府的经济管理能力,考验着人类的智慧。 亚洲作为这次危机被波及的地区正深受其害,面临着出口下降、就业减少、外汇储备风险加大等威胁。但亚洲也是这次危机中比较幸运的地区,受危机的直接冲击比美、欧要小,内需潜力巨大,资金和外汇储备比较充裕,除少数发达国家和地区外,多数国家和地区处于工业化、城市化快速推进的过程中。扩大亚洲的经济合作,把亚洲各国工业化、城市化进程与发达国家的技术和区域内外的资金结合起来,可以形成巨大的需求。这种需求一旦变成现实购买力和进口能力,对拉动全球经济走出危机影响,将会起到举足轻重的作用。 在亚洲各国精英聚首博鳌这个难得的历史时刻,我想就扩大亚洲经济合作,引领全球走出危机的影响,提以下三点建议,以抛砖引玉。 第一,为了保护各国持有的美元储备的安全,亚洲国家应联合起来要求美国做出美国国债价值与美国通胀率挂钩的承诺。 长期以来形成的数以百万亿美元计的金融衍生品,积聚了巨大的金融泡沫,使美元贬值成为一个必然的历史趋势。不久前美联储购买美国国债的行为,在某种意义上等于启动了美元贬值的程序。一旦出现美元和美国国债的泡沫化,拥有大量美元资产储备的亚洲国家将蒙受重大损失。美国政府出于刺激经济的需求,希望亚洲国家继续购买美国国债,奥运会巴马总统多次表示美元仍然是安全的储备货币。已经拥有相当数量并将继续购买美国国债的国家,包括日本、印度和中国,应当联合起来,要求美国政府做出美国国债和美元通胀率挂钩的承诺,这既可以消除美国国债购买国对美元贬值而遭受损失的担心,又可使美国政府继续得到外国资金支持,以帮助美国经济尽快走向复苏,从而创造一个双赢的局面。 第二,为了推动国际储备货币体系改革,亚洲国家应以清迈协议为基础,探索以特别提款权作为亚洲储备货币。 未来全球货币体系,应当形成以美元、欧元、人民币三足鼎立的支撑架构。三种货币作为结算手段,供各国企业和政府选择。叨15种货币出现贬值趋势,各国即抛弃这种货币;哪种货币具有升值趋势,各国则购入这种货币。三者之间既相互竞争,又相互调剂,才有可能形成相对稳定的国际金融体系。但人民币的国际化还有相当长的路程,在完善的资本市场和发达的兑换体系形成之前,在人民币完全可兑换实现之前,人民币不可能成为国际货币。面对当前全球金融市场剧烈波动的形势,各国政府和企业都在寻找安全的币保值办法。国际货币基金组织已经发明了与一揽子货币挂钩的特别提款权(SDR)作为保值储备手段。不久前,周小川先生提出以SDR代替国家主权货币作为国际储备货币的动议,已经引起国际货币基金组织领导人的注意,并且可能在今年进行讨论。与其进行旷日持久的等待,不如先从亚洲做起。以清迈协议为基础,在扩大储备资金规模的同时,探讨以各国GDP权重和国际一揽子货币挂钩的方式,引入特别提款权作为储备货币。通过这种手段扩大亚洲国家的金融合作,可以达到一箭三雕的效果;一是可以增强亚洲国家抵御金融风险的能力;二是可以保证亚洲各国外汇储备的安全;三是可以增强对亚洲以外国家的吸引力,为SDR在国际货币基金组织管理下的扩大规模创造先行先试的试验。 第三,为了加快亚洲国家的发展,建议组建亚洲基础设施投资银行和亚洲农业投资银行。 亚洲大多数国家基础设施落后,加快工业化、城市化进程,需要从改善基础设施入手。亚洲各国又有大量剩余资金,与其购买美国国债承担汇率风险,不如用于对亚洲的投资,一定能取得比美国国债更高的收益。由亚洲各国投资组建股份制的亚洲基础设施投资银行,将为亚洲吸引外资、实现经济腾飞创造条件。亚洲农业条件优越,农业生产潜力巨大,通过建立亚洲农业投资银行,帮助一些资源条件好的国家发展世界短缺农产品生产,如种植水稻和热带作物,将会受到各个国家的欢迎。两个新的商业银行成立后,与亚洲开发银行形成竞争关系,有助于提高银行经营效率。三个银行在亚洲寻求投资机会,将能形成对各类设备、原料的进口需求,对于拉动全球尽快走出危机影响,促进亚洲的繁荣发展将会起到重要的推动作用。

问答题Minister, Distinguished Delegates, I am very pleased to join you today on behalf of UNAIDS, the Joint United Nations Program that brings together in a focus on AIDS our eight co-sponsoring organizations—the International Labor Organization was officially signed on as our most recent co-sponsor, less than two weeks ago. [TONE]//[TONE] The HIV epidemic around the globe is continuing to grow—every day, the world sees 15,000 new HIV infections and 8,000 deaths as a result of AIDS. Month by month, AIDS spreads even further. At the beginning of October, a new report was issued by the collaborative group, known as "Monitoring the AIDS Pandemic". This report on trends in the epidemic in Asia and the Pacific noted that in Indonesia, for example, HIV is beginning to emerge strongly where for many years it has been absent. [TONE]∥[TONE] Across Asia, they concluded, the epidemic is spreading both among populations with the highest risk of exposure and the population at large. In three Asian countries—Thailand, Cambodia and Myanmar, more than 2 per cent of the total adult population is HIV infected. Across the whole of the region, at least 7 million people are living with HIV. [TONE]∥[TONE] This report shows that looking only at overall national HIV prevalence can give a misleading impression. In countries with large populations—like Indonesia, India or China—millions of people are affected and prevalence in some groups is high. In India, for example, HIV has moved beyond sex workers, injecting drug users and men who have sex with men. India now has nearly four million people living with HIV, and in three states, testing among pregnant women has shown HIV rates above three per cent. [TONE]∥[TONE] Across the world, 60 million people have been infected with HIV since the epidemic began. Sub- Saharan Africa has been worst affected with seven countries where more than 20% of adults are infected. If we translate these statistics into everyday life, they mean that in these countries today, a 15 year-old faces a 50% risk that they will be infected over their lifetime. They mean that even a relatively wealthy country like South Africa, by the end of the decade is facing a GDP reduced by 17 per cent as a result of AIDS. [TONE]∥[TONE] Over the past few years, Eastern Europe has seen the fastest rate of HIV growth. For example, the Russian Federation shows the explosive growth of an epidemic fuelled by injecting drug—in a single year in 2000, there were more new HIV infections than in all the previous years of the epidemic combined, and the same rate of growth has continued in 2001. [TONE]∥[TONE] Cities where HIV was unknown two years ago have reported that now the majority of injecting drug users have become infected, and infections are spreading to their sexual partners and wider. Nearly every region now reports HIV cases. [TONE]∥[TONE] AIDS is not only a global epidemic of an infectious disease, it is a development issue and at the core of human security. Only by working together with strong determination can we ensure the prosperity of the entire population. [TONE]∥[TONE]

问答题Last year at CGI, I spoke about the Obama Administration's new strategy for international development, which has elevated development alongside diplomacy and defense as the core pillars of American foreign policy. And we are working with our partner countries to help them obtain the tools and capacity that they need to solve their own problems and contribute to solving the world's shared problems. Our goal is to help people lift themselves, their families, and their societies out of poverty and toward a better life. And this is not development for development's sake. This work, we believe, advances our own security, prosperity, and values.
