If there should be a formula, I would like to mention the two Ps and two Cs here. The two Ps refer to Perspiration and Perseverance. The two Cs are Curiosity and Courage. All these make up the quintessential qualities in our quest for excellence. Today I would like to focus on the quality of curiosity.
Curiosity, or what Einstein called a child-like sense of wonder, makes us question things that others normally do not even notice. The great French novelist Anatole France, Nobel laureate in Literature, had this to say: "The whole art of teaching is only the art of awakening the natural curiosity of your minds..." The teacher's role is to draw our students' curiosity, to inspire them, to make them see the world with fresh perspectives, and to lead them to ask different and interesting questions.
Curiosity is also a powerful force that drives research. The researcher sustains his or her joy in knowledge and creative expression and follows a child-like curiosity, leading him to untrodden paths of discovery. As Einstein put it, "I am neither especially clever nor especially gifted. I am only very, very curious."
Therefore, at the core of the best universities is an intellectual method that encourages questioning. The skepticism towards existing wisdom leads to new ways of thinking, and breakthroughs in knowledge. Deepening this spirit of enquiry is the most important challenge for our universities.

Let me start by telling you the story of Beatrice Gakuba. In Rwanda in Africa, I met a remarkable woman whose hard work and determination symbolize the talents and dreams of millions of Africans.
Beatrice Gakuba left a comfortable life in the West to start a flower-growing business in her native Rwanda. Against enormous odds, her small farm grew, creating jobs for nearly 200 rural women. When I asked Beatrice Gakuba why she decided to take on such a daunting challenge, she replied, "I came here to grow beautiful flowers on the ashes of genocide." Her biggest obstacle to creating even more jobs is not a lack of skilled workers or entrepreneurial spirit; it is a weak infrastructure that makes electricity unreliable and transportation unaffordable.
Through sound policies, Rwanda has come a long way from its years of pain and conflict. In a new report, Rwanda is cited by the World Bank as a model for Africa in reforming business regulations. In the last seven years, Rwanda"s economy grew an average of more than 6 percent annually. Some other African countries are on the right track. To transform Africa into a continent of hope, they need our help.
The responsibility for doing more and better cannot be left to the developing world alone. It demands more than high profile meetings. It demands urgent result.
Today, we have a choice.
The direction we take now can help make a difference for the millions of people trapped in extreme poverty. For many, it can be a difference between life and death.
We promised here five years ago, to help bring hope, dignity and opportunity into the lives of the poorest. We promised to measure and achieve results. As we gather here today, let us not forget the Beatrice Gakubas of the world, who stand poised to transform their countries.

问答题I see a very clear link here between British science, the development of British universities and the technological revolution. A couple of weeks ago, I had a presentation at Downing Street from some of our leading scientists. It covered fields such as nanotechnology, brain transmitters and the latest in IT. The potential in all cases was immense, for industrial production, medicine and communications. The connection between top quality scientific research and business spin-offs and development was obvious. And in the end, of course, it is business managers or public service reformers that will apply the technology in new ways.
The point I am making is this. Part of winning this IT battle for the future is to create a culture in which the worlds of education, academia, science, technology and business are engaged in a perpetual conversation and exchange of views. A conversation in which we are breaking new ground in scientific and technological advance, in which our schools and universities feel comfortable with its potential; in which business and society are naturally looking for ways of applying the advances made.

In the last three decades the price of a transatlantic phone call has fallen to a small fraction of its original level. What values should we pursue for the prosperity of Asia in the new century? I believe that the three values of freedom, diversity and openness are the driving forces behind peace and development in Asia.
First, it goes without saying that freedom refers to democracy and human rights politically. Economically, it means the development of a market economy.
Political freedom and economic freedom are reinforcing each other in the process of their development. With some twists and turns, Asia as a whole has been taking significant steps towards freedom over the last half century.
Transition to a democratic political system has been inevitable, as economic development has created the conditions for the emergence of a middle class and civil society. I believe that the historic trends that are apparent in Asia should be a source of pride for us all.
Second, development in Asia has occurred against a background of tremendous diversity, where each country has its own distinctive history and social and cultural values. Naturally, we thus see differences in the processes and speed of development.
While respecting diversity, however, it is important for us to promote our common interests and our shared goals, recognizing positive influences of each other despite differences among countries.
In other words, we must leave behind parochial nationalism and dogmatism, promote mutually beneficial cooperation based on equality in order to enjoy common prosperity. This should be our guiding principle.
Third, our cooperation must not be of an inward-looking, closed nature, but one characterized by openness to the world outside Asia.
In a world economy where globalization is advancing and economic integration, such as in Europe and Americas, is proceeding, cooperation both within Asia and between Asia and other regions must be pursued. This cooperation must be based on the principles of openness and transparency.
I believe Asia should set an example for the world by seeking regional cooperation that surpasses national and ethnic distinction.
So, as we pursue prosperity in a free, diverse and open Asia, what are the specific challenges that we face? I"d like to discuss three challenges. They are reform, cooperation and conveying Asia"s voice to the world.
