The violence programming aimed at children almost always appears in the context of fantasy. Cartoon violence generally includes animation, humor, and a remote setting. There is no evidence of direct imitation of television violence by children, though there is evidence that fantasy violence can energize previously learned aggressive response such as a physical attack on another child during play. It is by no means clear, however, that the violence in a portrayal is solely responsible for this energizing effect. Rather, the evidence suggests that any exciting material can trigger subsequent aggressive behavior and that it is the excitation rather than the portrayal of violence that instigates or energizes any subsequent violent behavior. "Cold" imitation of violence by children is extremely rare, and the very occasional evidence of direct, imitative associations between television violence and aggressive behavior has been limited to extremely novel and violent acts by teenagers or adults with already established patterns of deviant behavior. The institutional effect means, in the short term, that exposure to violent portrayals could be dangerous if shoaly after the exposure (within 15 to 20 minutes), the child happens to be in a situation that calls for interpersonal aggression as an appropriate response, for example, an argument between siblings or among peers. This same institutional effect, however, could be produced by other exciting but nonviolent television content or by any other excitational source, including, ironically, a parent"s turning off the set.
So there is no convincing causal evidence of any cumulative instigational effects such as more aggressive or violent dispositions in children. In fact, passivity is a more likely long term result of heavy viewing of television violence. The evidence does not warrant the strong conclusions advanced by many critics who tend to use television violence as a scapegoat to draw public attention away from the real causes of violence—causes like abusive spouses and parents and a culture that celebrates violence generally.

Two days before International Women"s Day, the newly installed 105-member panel debating the future shape of the European Union, was assailed Wednesday for being a male-dominated club. The violation of women"s rights is not restricted to race, ethnic group or religion, said Anna Karamanou, chairperson of the European Parliament"s Women"s Rights and Equal Opportunities Committee.
She used the occasion of International Women"s Day—on Friday—to warn of the danger of creating yet another EU outfit without adequate input from women.
Karamanou wrote a letter to Valery Giscard D"Estaing, the former French president who heads the European Convention, for not having enough women on his panel that began work last week.
Out of a total of 105 members, the convention includes 16 women. There are only 2 women on the 12-member executive board.
"I find the unbalanced composition a very worrying symbol, as equality of women and men is a prerequisite for the building of a democratic and non-violent society," Karamanou told a women"s rights conference.
The women"s conference debated rights abuses across the world and heard speakers from across the EU and elsewhere insist that if more women were involved in government the world would be a more peaceful place.
European Parliament President Pat Cox agreed.
"It is disappointing to note that the share of women in the European Convention is smaller than the share of women in the European Parliament," he said in an interview.

researchers say it's a scientific fact: Microscopic organisms dubbed "killer
algae" are paralyzing fish with unknown toxins and then eating away at their
flesh. {{U}}They{{/U}} might be making people sick, too. The name
given to this single-cell organism, or dinoflagellate, is Pfiesteria
piscimorte—{{U}}literally{{/U}}, "fish killer." It was discovered at North Carolina
State University in 1988, but at the same time, few scientists believed in its
existence, much less in its highly unusual predatory nature. But ongoing
research has led to international acknowledgment of the phenomenon and,
recently, research funding. Seemingly {{U}}prompted{{/U}} by an
unknown substance secreted by fish, the aggressive creature swims into action.
It sends neurotoxins into the water and air, paralyzing a fish's nervous system,
and causing it to gasp for air at the surface. Eventually the fish suffocates.
The killer dinoflagellate then attaches itself to the fish and begins sucking
away at its flesh. This macabre scenario may help solve several sea mysteries,
such as why fishermen report seeing "fish walks" (fish trying to leave the
water) and pools of dead fish with holes eaten through them.
Whether humans are affected by the dinoflagellate's toxin remains to be
seen. Researchers think it's unlikely eating fresh fish are in danger, but
anyone with frequent exposure to the creature could be in peril. Several
researchers working with the algae have reported bouts of memory loss and
disorientation. To understand the killer algae further,
scientists must fully characterize their toxin and determine what stimulates
them to attack. They also need to know if the algae are hurting fish
populations, and whether pollutants make them more likely to
attack.
