The blues was born on the Mississippi River Delta in the early 1900s. After the Civil War, the slaves were free but life was still not easy. They had to find new work. In the South, work camps were formed. Black people from these camps worked on farms and on building up the Mississippi River banks. During the weeks the people worked long and hard. They often lived alone, without their families, far from home. On the weekends, the workers got together at picnics or drinking places. Travelling black musicians with guitars entertained them. The musicians sang songs about the difficult life of the workers. These songs were called the blues. If you have the blues it means you feel very sad. You can have the blues because you have no money, no job, no lover, or no home. But blue songs were not always sad. Some of them were happy and many of them were funny. Sometimes the blues singers had song contests. Each singer sang new words or a new style of the blues song. They made up the music as they played. In this way they created new music. This is called improvisation. Later, improvisation became a very important part of jazz music. Blues began in the country in the South. As blacks moved into the big cities to work, the blues went with them. There, they sang about life in the cities. W. C. Handy, a black band leader from Memphis made the blues popular all over America. In 1914 he wrote the most famous blues song of all, "The St. Louis Blues".

SHANGHAI: 【T1】 Eligible(符合条件的)couples in the city are for the first time being encouraged to havea second child, as authorities make an effort to tackle the burden of an aging population. Family planning officials and volunteers will make home visits and slip leaflets under doorways to encourage couples to have a second child if both grew up as only children. 【T2】 Emotional and financial counseling will also be provided, officials said. " We advocate(提倡)eligible couples to have two kids because it can help reduce the proportion of the aging people and alleviate(减轻)a workforce shortage in the future, " said Xie Lingli, director of the Shanghai Population and Family Planning Commission. 【T3】 Shanghai, the country's most populous city, has more than 3 million registered residents aged 60 and above, nearly 22 percent of the population. By 2020, the proportion is expected to rise to about 34 percent. The country's family planning policy has been relaxed in recent years, allowing couples who are the only children in their families to have a second child. 【T4】 "The rising number of aging people will put pressure on the younger generation and society. We need to find ways to solve the problem, but it doesn't mean the country's family planning policy(计划生育政策)will be reversed, " Xie stressed. Xiao Wang, a 25-year-old salesman was cheered by the new attitude inShanghai. He and his girlfriend are both single children in their families. He regards such policy as giving him one more option. 【T5】 If family finance permits, he wants to have two kids in the future. However, not all residents are so keen on the idea. Xiao Chen, a 26-year-old office worker said, "After all, it is stressful work raising a child. "
