The word science is heard so often in modern times that almost everybody has some notion of its meaning. On the other hand, its definition is difficult for many people. The meaning of the term is confused, but everyone should understand its meaning and objectives. Just to make the explanation as simple as possible, suppose science is defined as classified knowledge(facts). Even in the true sciences distinguishing fact from fiction is not always easy. For this reason great care should be taken to distinguish between beliefs and truths. There is no danger as long as a clear difference is made between temporary and proved explanations. For example, hypotheses(假设)and theories are attempts to explain natural phenomena. From these positions the scientist continues to experiment and observe until they are proved or discredited(使不相信). The exact status of any explanation should be clearly labeled to avoid confusion. The objectives of science are primarily the discovery and the subsequent understanding of the unknown. Man cannot be satisfied with recognizing that secrets exist in nature or that questions are unanswerable; he must solve them. Actually, two basic approaches lead to the discovery of new information. One, aimed at satisfying curiosity, is referred to as pure science. The other is aimed at using knowledge for specific purposes—for instance, improving health, raising standards of living, or creating new consumer products. In this case knowledge is put to economic use. Such an approach is referred to as applied science. Sometimes practical-minded people miss the point of pure science in thinking only of its immediate application for economic rewards. Chemists responsible for many of the discoveries could hardly have anticipated that their findings would one day result in applications of such a practical nature as those directly related to life and death. The discovery of one bit of information opens the door to the discovery of another. Some discoveries seem so simple that one is amazed they were not made years ago; however, one should remember that the construction of the microscope had to precede the discovery of the cell. The host of scientists dedicating their lives to pure science are not apologetic(抱歉)about ignoring the practical side of their discoveries; they know from experience that most knowledge is eventually applied.
Like many of my generation, I have a weakness for hero worship. At some point, however, we all question our heroes and our need for them. This leads us to ask: What is a hero? Despite immense differences in cultures, heroes around the world generally share a number of characteristics that instruct and inspire people. A hero does something worth talking about. A hero has a story of adventure to tell and a community who will listen. But a few does beyond mere fame. Heroes serve powers or principles larger than themselves. A hundred years ago it was assumed and scientifically "proved" by economists that the laws of society make it necessary to have a vast army of poor and jobless people in order to keep the economy going. Today, hardly anybody would dare to voice the principle. It is generally accepted that nobody should be excluded from the wealth of the nation, either by the law of nature or by those of society. The opinions are outdated, which were current a hundred years ago, that the poor owed their conditions to their ignorance, lack of responsibility. In all western industrialized countries, a system of insurance has been introduced which guarantees everyone a minimum of subsistence in case of unemployment, sickness and old age. I would go one step further and argue that, even if these conditions are not present, in other words, one can claim this subsistence minimum without having to have any "reason". I would suggest, however, that it should be limited to a definite period of time, let's say two years, so as to avoid the encouragement of an abnormal attitude which refuses any kind of social obligation.
This may sound like a fantastic proposal, but so, I think, our insurance system would have sounded to people a hundred years ago. The main objection to such a scheme would be that if each person were entitled to receive minimum support, people would not work. This assumption rests on the
fallacy
of the inherent laziness. In human nature, actually, aside from abnormally lazy people, there would be very few who would not want to earn more than the minimum, and who would prefer to do nothing rather than work.
However, the suspicions against a system of guaranteed subsistence minimum are not groundless from the standpoint of those who want to use ownership capital for the purpose of forcing others to accept the work conditions they offer. If nobody were forced to accept work in order not to starve, work would be sufficiently interesting and attractive in order to induce one to accept it. Freedom of contract is possible only if both parties are free to accept and reject it; in the present capitalist system this is not the case.
But such a system would not only be the beginning of real freedom of contract between employers and employees; its principal advantage would be the improvement of freedom in interpersonal relationships in every sphere of daily life.
