问答题{{B}}Directions:{{/B}} Read the following passage carefully and then translate each underlined part into Chinese. Desertification in the arid United States is flagrant. Groundwater supplies beneath vast stretches of land are dropping precipitously. Whole river systems have dried up; others are chocked with sediment washed from denuded land. 71. {{U}}Hundreds of thousands of acres of previously irrigated cropland have been abandoned to wind or weeds. Several million acres of natural grassland are eroding at unnaturally high rates as a result of cultivation or overgrazing. All told, about 225 million acres of land are undergoing severe desertification.{{/U}} 72. {{U}}Federal subsidies encourage the exploitation of arid land resources. Low-interest loans for irrigation and other water delivery systems encourage farmers, industry, and municipalities to mine groundwater. Federal disaster relief and commodity programs encourage arid-land farmers to plow up natural grassland to plant crops such as wheat and, especially cotton. Federal grazing fees that are well below the free market price encourage overgrazing of the commons. The market,{{/U}} too, provides powerful incentives to exploit arid land resources beyond their carrying capacity. 73. {{U}}When commodity prices are high relative to the farmer's or rancher's operating costs, the return on a production-enhancing investment is invaribly greater than the return on a conservation investment. And when commodity prices are relatively low? arid land ranchers and farmers often have to use all their available financial resources to stay solvent.{{/U}} 74. {{U}}If the United States is, as it appears, well on its way toward overdrawing the arid land resources? then the policy choice is simply to pay now for the appropriate remedies or pay far more later, when productive benefits from arid - land resources have been both realized and largely terminated.{{/U}}

In 1959 Jacoues Cousteau sounded the alarm: the Mediterranean was dying. Diving off France's southern coast, Cousteau found a marine desert that a few years earlier had teemed with fish and plants. He blamed poisons from the large urban and industrial complexes built near the sea. Cousteau crystallized growing public concern over pollution of the world's seas and oceans. By the 1960s, oil spills, chemicals and sewage were turning areas of the Baltic into toxic cesspools, heavy meials and DDT had accumulated in fish and shellfish from the Atlantic to the China Sea, causing carnage among birds that ate them and poisoning people.

问答题(1) The Chinese, from the highest to the lowest, have an imperturbable quiet dignity, which is usually not destroyed even by a European education. They are not self-assertive, either individually or nationally; their pride is too profound for self-assertion. They admit China's military weakness in comparison with foreign powers, but they do not consider efficiency in homicide the most important quality in a man or a nation. I think that, at bottom, they almost all believe that China is the greatest nation in the world, and has the finest civilization. A Westerner cannot be expected to accept this view, because it is based on traditions utterly different from his own. (2) But gradually one comes to feel that it is, at any rate, not an absurd view; that it is, in fact, the logical outcome of a self-consistent standard of values. The typical Westerner wishes to be the cause of as many changes as possible in his environment, the typical Chinese wishes to enjoy as much and as delicately as possible. This difference is at the bottom of most of the contrast between China and the English-speaking world. (3) We in the West make fetish of "progress" which is the ethical camouflage of the desire to be the cause of changes. If we are asked, for instance, whether machinery has really improved the world, the question strikes us as foolish; it has brought great changes and therefore great "progress. " (4) What we believe to be a love of progress is really, in nine cases out of ten, a love of power, an enjoyment of the feeling that by our fiat we can make things different. For the sake of this pleasure, a young American will work so hard that, by the time he has acquired his millions, he has become a victim of dyspepsia, compelled to live on toast and water, and to be a mere spectator of the feasts that he offers to his guests. (5) But he consoles himself with the thought that he can control politics, and provoke or prevent wars as may suit his investments. It is this temperament that makes Western nations "progressive".
