阅读理解 When the Federal Communications Commission proposed giving low-power radio stations licenses on the FM dial, they knew they'd get flak from big broadcasting. The National Association of Broadcasters (NAB), after all, spends millions of dollars every year lobbying to keep everybody else off the radio spectrum-even locally managed, noncommercial stations that broadcast only within a four-mile radius. Sure enough, when the FCC proposed its new regulations, the NAB began screaming about all the terrible things those tiny radio transmitters could do to the big ones, whose signals are 500 times as strong and whose reach is nearly 20 times as far. It was a pretty thin argument. So thin, in fact, that for a while it appeared the proposed regulations might survive the lobbying onslaught. And then the FCC and its allies ran into a most unlikely opponent, one with the moral authority to do real damage to their cause: National Public Radio. One might easily assume that NPR would look out for the public interest. After all, NPR was born from the Public Broadcasting Act of 1967, which called for it to 'encourage the development of programming that involves creative risks and that addresses the needs of unserved and underserved audiences' while creating 'programs of high quality, diversity, creativity, excellence, and innovation which are obtained from diverse sources.' The charter, in other words, describes exactly the kind of programming low-power radio might provide, particularly in rural or heavily immigrant communities where locally oriented programming could be more useful than nationally syndicated shows. But the well-meaning lefties at NPR didn't see low-power radio as a potential ally or kindred spirit. They saw it just as the big broadcasters did—as a threat—and tried to squash it in much the same way. They may have succeeded. NPR's lobbying supported a last-minute rider in December's Senate appropriations bill (which eventually became law). This amendment severely handicaps the low-power radio initiative. Specifically, it limits the licensing of low-power radio to just nine test markets, enforcing restrictions that effectively keep it out of urban areas and other major markets. It also mandates testing to determine the economic impact on established broadcasters. And, though John McCain has vowed to continue the fight for low power, for now at least NPR has won the day. The primary motivation behind opening the airwaves to low-power radio was to undo the damage wrought by the Telecommunications Act of 1996. That law was supposed to increase competition on the airwaves. Instead, it consolidated control of radio stations in the hands of a few large, national companies that syndicate programs (or even whole broadcasts) to their affiliates, thus squeezing out local programming. By allowing small, noncommercial stations, to break into the spectrum, the FCC hoped to reintroduce local material in places where it has all but vanished. In its application process, the FCC privileged local content and community involvement—for example, assigning spectrum space to stations in primarily Latino areas that broadcast family-planning information in Spanish. Part of the application asked aspiring broadcasters how their stations would serve their neighborhoods.

阅读理解 A good-looking robot is seriously hard to find. Robots can be pretty, some even handsome, but as soon as they get too realistic they start to creep us out. A new system for helping robots to generate more realistic expressions might go some way to help. Many years ago, roboticists realised that as you morph an abstract robot into a human you generate a peak of unease—the 'uncanny valley principle'—that makes people feel uncomfortable when a robot looks realistic but not realistic enough. Some say it's because they remind us of a corpse. However, research has shown that if you manipulate the robotic images so that they are more attractive, you can bypass this feeling of unease. To create a robot we are more likely to accept, life-like expressions are vital. That's why Nicole Lazzeri at the University of Pisa, Italy, and her colleagues have designed a 'Hybrid Engine for Facial Expressions Synthesis' (HEFES)—a facial animation engine that gives realistic expressions to a humanoid robot called FACE. To mimic the myriad expressions that facial muscles are capable of achieving, the team placed 32 motors around FACE's skull and upper torso that manipulate its polymer skin in the same way that real muscles do. To create expressions they used a combination of motor movements based on the Facial Action Coding System (FACS)—a system created over 30 years ago which codes facial expressions in terms of organic muscle movements. HEFES is used to control FACE's expressions. It is essentially a mathematical programme that creates an 'emotional space' which a person can use to choose an expression for FACE that exists anywhere between one or more basic emotions, including anger, disgust, fear, happiness, sadness, and surprise. The algorithm then works out which motors need to be moved to create that expression or transition between two or more. The team evaluated the accuracy of their expressions by asking five autistic and 15 non-autistic children to identify a set of expressions performed first by FACE and then by a psychologist. Both groups were able to identify happiness, anger and sadness but less able to identify fear, disgust and surprise. So is it more attractive? I'm not convinced. But FACE's ability to smoothly transition between one emotion and another is pretty remarkable. And not too creepy.

阅读理解 For years, researchers have struggled to understand why so many women leave careers inscience and engineering. Theories run the gamut (整个范围), from family-unfriendly work schedules to natural differences between the genders. A new paper by McGill University economist Jennifer Hunt offers another explanation: women leave such jobs when they feel disappointed about pay and the chance of promotion. Her first finding was that women actually don't leave jobs in science at an above average rate. The difference, Hunt found, comes from the engineering sector. That's not simply because women are exiting the workforce to raise families. About 21% of all graduates surveyed were working in a field unrelated to their highest college degree. That proportion held steady for both men and women. Yet in engineering, there was a gap. About 10% of male engineers were working in an unrelated field, while some 13% of female engineers were. Women who became engineers disproportionately left for other sectors. The survey suggests options such as working conditions, pay, promotion-opportunities, job location and family-related reasons. As it turned out, more than 60% of the women leaving engineering did so because of dissatisfaction with pay and promotion opportunities. More women than men left engineering for family-related reasons, but that gender gap was no different than what Hunt found in nonengineering professions. 'It doesn't have anything to do with the nature of the work,' says Hunt. The question then becomes why women engineers feel so stifled (窒息) when it comes to pay and promotion. Women also left fields such as financial management and economics at higher than expected rates. The commonality, like engineering, those sectors are male-dominated. Some 74% of financial-management degree holders in the survey sample were male. Men made up 73% of economics graduates. And to take one example from engineering, some 83% of mechanical-engineer grads were male. Jennifer Hunt concludes that focusing on making engineering jobs more family-friendly alone—by offering flexible work schedules, say—misses an important part of the mark. If we desire to keep women working as engineers, whether for their sakes or society's, then a better focus may be creating work environments where women feel more able to climb the career ladder.

The average hourly wage for kitchen employees at the restaurant is expected to rise to $15.25 from $11.75. Mr. Meyer said that restaurants such as his needed to stay competitive as the state moved to a $15 minimum wage for fast-food workers. If cooks' wages do not keep pace with the cost of living, he said, 'it's not going to be sustainable to attract the culinary talent that the city needs to keep its edge.' Mr. Meyer said he hoped to be able to raise pay for junior dining room managers and for cooks, dishwashers and other kitchen workers. The wage gap is one of several issues cited by restaurateurs who have deleted the tip line from checks. Some believe it is unfair for servers' pay to be affected by factors that have nothing to do with performance. A rash of class-action lawsuits over tipping irregularities, many of which have been settled for millions of dollars, is a mounting worry. Scott Rosenberg, an owner of Sushi Yasuda in Manhattan, said in an interview in 2013 that he had eliminated tipping so his restaurant could more closely follow the customs of Japan, where tipping is rare. He said he also hoped his customers would enjoy leaving the table without having to solve a math problem. While Drew Nieporent, who owns nine restaurants in New York City and one in London, said he doubted the average diner would accept an increase in prices. 'Tipping is a way of life in this country,' he said. 'It may not be the perfect system, but it's our system. It's an American system.'

The population of the tiny mountain pine beetle, which infests pine trees in the Rocky Mountain region, used to be controlled by freezing winters. But as temperatures have warmed over the past decade, the mountain pine beetle's territory has spread, destroying millions of acres of Canadian pines. The pine beetle infestation represents the unique challenges that warming will pose for land conservation managers on the front lines of the battle against it. Generations of American conservationists have fought to preserve wildlife and to keep nature pure in the face of a growing population and pollution. But global warming threatens to change all that, by altering the very foundation on which the conservation movement was built. What good is a wildlife reserve if the protected animals can't live there, because climate change pushes them out? What difference does it make to defend trees from logging, if global warming will allow a new pest to ruin the whole forests? The answer is to adapt the way we practice wildlife and land conservation to climate change. There's a term for this—adaptive management. We need to begin making moves today to adapt to changes that warming will bring decades hence. 'Climate change will affect anything, you name it,' said Lara Hansen of EcoAdapt. 'We need to change the way we allocate resources and protect livelihoods.' That means that the way we've been carrying out conservation—picking the right land spaces and playing goalie—won't work anymore, as climate change keeps moving the target. Conservationists will have to work even harder, trying to minimize non-climate-related threats to land and species even as the human population grows by billions. Regardless of what we do, the changes will be coming fast and the future will bring increased drought, heat waves, rainstorms, extinctions and more. We need to begin cutting our carbon immediately, but we need to adapt now as well. The world is changing because of us; to save what's left, we'll have to change too.

But his personal bank manager really would not cut the mustard as Fed chairman. This is the most important economic-policy job in America—indeed in the whole world. The Fed chairman sets interest rates with the aim of controlling inflation, which in turn helps determine the value of the dollar, the world's main reserve currency. It is hardly surprising that financial markets worldwide can rise or fall on his every word. Financial markets are typically more volatile during the first year after the handover to a new chairman than during the rest of his tenure. In October 1987,barely two months after Mr. Greenspan took office, the stock market crashed. Current conditions for a handover are hardly ideal. America's economy has never looked so unbalanced, with a negative household savings rate, a housing bubble, a hefty budget deficit, a record current-account deficit and rising inflation. Figures due on October 14th are expected to show that the 12-monthrate of inflation has risen above 4% —its highest since 1991.

Finally, of course, the economy was able to grow as vigorously as it did because sufficient leeway existed in terms of idle men and machines. The United States balance of payments deficit declined sharply. Nevertheless, by any other test, the deficit remained very large, and there was actually a substantial deterioration in our trade account to a sizable deficit, almost two-thirds of which was with Japan. While the overall trade performance proved disappointing, there are still good reasons for expecting the delayed impact of devaluation to produce in time a significant strengthening in our trade picture. Given the size of the Japanese component of our trade deficit, however, the outcome will depend importantly on the extent of the corrective measures undertaken by Japan. Also important will be our own efforts in the United States to fashion internal policies consistent with an improvement in our external balance. The underlying task of public policy for the year ahead--and indeed for the longer run-- remained a familiar one.- to strike the right balance between encouraging healthy economic growth and avoiding inflationary pressures. With the economy showing sustained and vigorous growth, and with the currency crisis highlighting the need to improve our competitive posture internationally, the emphasis seemed to be shifting to the problem of inflation. The Phase Three program of wage and price restraint can contribute to reducing inflation. Unless productivity growth is unexpectedly large, however, the expansion of real output must eventually begin to slow down to the economy's larger run growth potential if generalized demand pressures on prices are to be avoided.

Instead of describing sounds we must make up words that imitate them ;we must use many sizes of type and different colored inks on the same page, and shorten or lengthen words at will.   Certainly their descriptions of battles are confused. But it is a little upsetting to read in the explanatory notes that a certain line describes a fight between a Turkish and a Bulgarian officer on a bridge off which they both fall into the river--and then to find that the line consists of the noise of their falling and the weights of the officers: "Pluff! Pluff! A hundred and eighty-five kilograms."   This, though it fulfills the laws and requirements of Futurist poetry, can hardly be classed as Literature. All the same, no thinking man can refuse to accept their first proposition: that a great change in our emotional life calls for a change of expression. The whole question is really this: have we essentially changed?

And it is far from the only one of its type. As a News Feature article in Nature discusses, a string of lucrative awards for researchers have joined the Nobel Prizes in recent years. Many, like the Fundamental Physics Prize, are funded from the telephone-number-sized bank accounts of Internet entrepreneurs. These benefactors have succeeded in their chosen fields, they say, and they want to use their wealth to draw attention to those who have succeeded in science. What's not to like? Quite a lot, according to a handful of scientists quoted in the News Feature. You cannot buy class, as the old saying goes, and these upstart entrepreneurs cannot buy their prizes the prestige of the Nobels, The new awards are an exercise in self-promotion for those behind them, say scientists. They could distort the achievement-based system of peer-review-led research. They could cement the status quo of peer-reviewed research. They do not fund peer-reviewed research. They perpetuate the myth of the lone genius. The goals of the prize-givers seem as scattered as the criticism. Some want to shock, others to draw people into science, or to better reward those who have made their careers in research. As Nature has pointed out before, there are some legitimate concerns about how science prizes— both new and old—are distributed. The Breakthrough Prize in Life Sciences, launched this year, takes an unrepresentative view of what the life sciences include. But the Nobel Foundation's limit of three recipients per prize, each of whom must still be living, has long been outgrown by the collaborative nature of modem research—as will be demonstrated by the inevitable row over who is ignored when it comes to acknowledging the discovery of the Higgs boson. The Nobels were, of course, themselves set up by a very rich individual who had decided what he wanted to do with his own money. Time, rather than intention, has given them legitimacy. As much as some scientists may complain about the new awards, two things seem clear. First, most researchers would accept such a prize if they were offered one. Second, it is surely a good thing that the money and attention come to science rather than go elsewhere, It is fair to criticize and question the mechanism—that is the culture of research, after all—but it is the prize-givers' money to do with as they please. It is wise to take such gifts with gratitude and grace.

The success of the immune system in defending the body relies on a dynamic regulatory communications network consisting of millions and millions of cells. Organized into sets and subsets, these cells pass information back and forth like clouds of bees swarming around a hive. The result is a sensitive system of checks and balances that produces an immune response that is prompt, appropriate, effective and self-limiting.   At the heart of the immune system is the ability to distinguish between self and non-self. When immune defenders encounter cells or organisms carrying foreign or non-self molecules, the immune troops move quickly to eliminate the invaders. Virtually every body cell carries distinctive molecules that identify it as self. The body''s immune defenses do not normally attack tissues that carry a self marker. Rather, immune cells and other body cells coexist peaceably in a state known as self-tolerance. When a normally functioning immune system attacks a non-self molecule, the system has the ability to remember the specifics of the foreign body. Upon subsequent encounters with the same species of molecules, the immune system reacts accordingly. With the possible exception of antibodies passed during lactation ( 哺乳期 ), this so-called immune system memory is not inherited. Despite the occurrence of a virus in your family, your immune system must learn from experience with the many millions of distinctive non-self molecules in the sea of microbes in which we live. Learning necessitates producing the appropriate molecules and cells to match up with and counteract each non-self invader.   Any substance capable of stimulating an immune response is called an antigen. Tissues or cells from another individual (except an identical twin, whose cells carry identical self-markers ) act as antigens; because the immune system recognizes transplanted tissues as foreign, it rejects them. The body will even reject nourishing proteins unless they are first broken down by the digestive system into their primary, non-antigenic building blocks. An antigen announces its foreignness by means of intricate and characteristic shapes called epitopes( 抗原决定基), which stick out from its surface. Most antigens, even the simplest microbes, carry several different kinds of epitopes on their surface, some may even carry several hundred. Some epitopes will be more effective than others at stimulating an immune response. Only in abnormal situations does the immune system wrongly identify self as non-self and execute a misdirected immune attack. The result can be so-called autoimmune disease. 阅读理解The phrase "progressive education" is one, if not of protest, at least of contrast, of contrast with an education which was predominantly static in subject-matter, authoritarian in methods, and mainly passive and receptive from the side of the young. But the philosophy of education must go beyond any idea of education that is formed by way of contrast, reaction and protest. For it is an attempt to discover what education is and how it takes place. Only when we identify education with schooling does it seem to be a simple thing to tell what education actually is, and yet a clear idea of what it is gives us our only criterion for judging and directing what goes on in schools.   It is sometimes supposed that it is the business of the philosophy of education to tell what education should be. But the only way of deciding what education should be, at least, the only way which does not lead us into the clouds, is discovery of what actually takes place when education really occurs. And before we can formulate a philosophy of education we must know how human nature is constituted in the concrete; we must know about the working of actual social forces; we must know about the operations through which basic raw materials are modified into something of greater value. The need for a philosophy of education is thus fundamentally the need for finding out what education really is. We have to take those cases in which we find there is a real development of desirable powers, and then find out how this development took place. Then we can project what has taken place in these instances as a guide for directing our other efforts. The need for this discovery and this projection is the need for a philosophy of education.   What then is education when we find actual satisfactory specimens of it in existence? In the first place, it is a process of development, of growth. And it is the process and not merely the result that is important. A truly healthy person is not something fixed and completed. He is a person whose processes and activities go on in such a way that he will continue to be healthy. Similarly, an educated person is the person who has the power to go on and get more education.   In any case, development, growth, involve change, modification, and modification in definite directions. It is quite possible for a teacher, under the supposed sanction of the idea of cultivating individuality, to fixate a pupil more or less at his existing level. Respect for individuality is primarily intellectual. It signifies studying the individual to see what is there to work with. Having this sympathetic understanding, the practical work then begins, for the practical work is one of modification, of changing, of reconstruction continued without end. The change must at least be towards more effective techniques, towards greater self-reliance, towards a more thoughtful and inquiring disposition, one more capable of persistent effort in meeting obstacles.

Sigma is a Greek letter used in mathematics to denote standard deviation, a statistical measure of the extent to which a series of numbers or readings deviates from its mean. One Sigma indicates a wide scattering of the readings. If the mean is the required quality standard of a particular process or product, then One Sigma quality is not very good. The higher the number, the closer the readings come to total perfection. At the Six Sigma level, there are only 3.4 defects per million. This may sound complicated, but in practice it has proved a popular way for managers to put quality management into effect. One of its great advantages is that it avoids the idea of aiming for 'zero defects', or total perfection-a frighteningly inaccessible goal for most. It presents a system for improving quality gradually. Companies or operational groups move step-by-step up the Sigma ladder, the ultimate goal being to reach the Six Sigma state-still just short of perfection. Reasonably unsophisticated computer programs do the necessary calculations when fed with data on the goals (the specifications of the perfect product or process) and the organization's actual achievements. Six Sigma sounds like some sort of secret coven. Its advocates insist that it is no such thing. But it has certain attributes of the exclusive society. Anyone in an organization who goes on a basic training course for a Six Sigma program is called a Green Belt. Anyone who is given the full-time job of leading a team that is embarking on a Six Sigma exercise is given further training and is called a Black Belt. Beyond this there are a special few who are trained even more, and they are called Master Black Belts. Their role is to champion the exercise throughout the organization and to watch over the Black Belts and ensure that they are consistently improving the quality of their team's output. Pioneered in the United States by Motorola in the 1980s, Six Sigma became hugely popular in the 1990s after Jack Welch adopted it at General Electric. To achieve Six Sigma quality at GE, a process must produce no more than 3.4 defects per million 'opportunities'. An opportunity is defined as 'a chance for non-conformance, or not meeting the required specifications'. The company says: 'Six Sigma has changed the DNA of GE. It is now the way we work-in everything we do and in every product we design'.

They put a world of information at our fingertips. But for most people the servant has become the master. Not long ago only doctors were on call all the time. Now everybody is. Bosses think nothing of invading their employees' free time. Work invades the home far more than domestic chores invade the office. Hyper connectivity exaggerates the decline of certainty and the general cult of flexibility. Smartphones make it easier for managers to change their minds at the last moment. Employees find it ever harder to distinguish between 'on-time' and 'off-time'—and indeed between real work and make-work. None of this is good for business people's marriages or mental health. It may be bad for business, too. When bosses change their minds at the last minute, it is hard to plan for the future. How can we reap the benefits of connectivity without becoming its slaves? One solution is digital dieting. Banning browsing before breakfast can reintroduce a small amount of civilization. Banning texting at weekends or, say, on Thursdays, can really show the iPhone who is boss. The problem with this approach is that it works only if you live on a desert island or at the bottom of a lake. Leslie Perlow of Harvard Business School argues that for most people the only way to break the 24/7 habit is to act collectively rather than individually. Eventually it forced people to work more productively while reducing burnout. Ms Perlow's advice should be taken seriously. The problem of hyper connectivity will only get worse, as smartphones become smarter and young digital natives take over the workforce. But ultimately it is up to companies to outsmart the smartphones by insisting that everyone turn them off from time to time.

By using fantastic and sometimes incredible stories to create an oral tradition by which to explain the wonders of the natural world and teach lessons to younger generations, a society exposes those ideas and concepts held most important. Just as important as the final lesson to be gathered from the stories, however, are the characters and the roles they play in conveying that message. Perhaps the epitome of mythology and its use as a tool to pass on cultural values can be found in Aesop's Fables, told and retold during the era of the Greek Empire. Aesop, a slave who won the favor of the court through his imaginative and descriptive tales, almost exclusively used animals to fill the roles in his short stories. Humans, when at all present, almost always played the part of bumbling fools struggling to learn the lesson being presented. This choice of characterization allows us to see that the Greeks placed wisdom on a level slightly beyond humans, implying that deep wisdom and understanding is a universal quality sought by, rather than stealing from, human beings. Aesop's fables illustrated the central themes of humility and self-reliance, reflecting the importance of those traits in early Greek society. The folly of humans was used to contrast against the ultimate goal of attaining a higher level of understanding and awareness of truths about nature and humanity. For example, one notable fable features a fox repeatedly trying to reach a bunch of grapes on a very high vine. After failing at several attempts, the fox gives up, making up its mind that the grapes were probably sour anyway. The fable's lesson, that we often play down that which we can't achieve so as to make ourselves feel better, teaches the reader or listener in an entertaining way about one of the weaknesses of the human psyche. The mythology of other cultures and societies reveal the underlying traits of their respective cultures just as Aesop's fables did. The stories of Roman gods, Aztec ghosts and European elves all served to train ancient generations those lessons considered most important to their community, and today they offer a powerful looking glass by which to evaluate and consider the contextual environment in which those culture existed.
