单选题{{B}}Text 3{{/B}} It is incongruous that the number of British institutions offering MBA courses should have grown by 254 percent during a period when the economy has been sliding into deeper recession. Optimists, or those given to speed, assumptions, might think it marvelous to have such a resource of business school graduates ready for the recovery. Unfortunately, there is now much doubt about the value of the degree not least among MBA graduates themselves, suffering as they are from the effects of recession and facing the prospect of shrinking management structures. What was taken some years ago as a ticket of certain admission to success is now being exposed to the scrutiny of cost-conscious employers who seek "can-dos" rather than "might-dos", and who feel that academia bas not been sufficiently appreciative of the needs of industry or of the employers' possible contribution. It is curious, given the name of the degree, that there should be no league table for UK business schools; no unanimity about what the degree should encompass; and no agreed system of accreditation. Su rely there is something wrong. One wonders where all the tutors for this massive infusion of business expertise came from and why all this mushrooming took place. Perhaps companies that made large investments would have been wiser to invest in already existing managers, perched anxiously on their own internal ladders The Institute of Management's 1992 survey, which revealed that eighty-one per cent of managers thought they personally would be more effective if they received more training, suggests that this might be the case. There is, too, the fact that training alone does not make successful managers. They need the inherent qualifications. Of character; a degree of self-subjugation; and above all, the ability to communicate and lead; more so now, when empowerment is a buzzword that is at least generating genuflexions, if not total conviction. One can easily think of people, some comparatively unlettered, who are not lauded captains of industry. We may, therefore, not need to be too concerned about the fall in applications for business school places, or even the doubt about MBAs. The proliferation and subsequent questioning may have been an inevitable evolution. If the Management Charter Initiative, now exploring the introduction of a senior management qualification, is successful, there will be a powerful corrective. We believe now that management is all about change. One hopes there will be some of that in relationship between management and science within industry, currently causing concern and which is overdue for attention. No-one doubts that we need more scientists and innovation to give us an edge in an increasingly competitive world. If scientists feel themselves undervalued and under-used, working in industrial ghettos, that is not a promising augury for the future. It seems we have to resolve these misapprehensions between science and. industry. Above all, we have to make sure that management is not itself smug about its status and that it does not issue mission statements about communication without realizing that the essence of it is a dialogue. More empowerment is required and we should strive to achieve it.

单选题Some drug makers pay key leaders in a field of medicine, such as chairs of departments in medical schools, tens of thousands of dollars if they are saying the right things about their product. They manipulate medical education sessions, lectures, articles in medical journals, research studies, even personal conversations between physicians to get their product message across. Now a huge collection of drug company internal documents--revealed as part of a lawsuit—offers a wealth of detail. In 1996, Dr. David Franklin, an employee of the drug company Parke-Davis, filed the lawsuit under federal whistleblower statutes alleging that the company was illegally promoting a drug called Neurontin for so called "off-label' uses. Under federal law, once the FDA approves a drug, a doctor can prescribe it for anything. But the law specifically prohibits the drug company from promoting the drug for any unapproved uses. In 2004, the company, by then a division of Pfizer admitted guilt and agreed to pay $ 430 million in criminal and civil liability related to promoting the drug for off-label use. Spokespeople for Pfizer say that any wrong doing occurred before Pfizer acquired the company. But Pfizer fought hard to keep all the papers related to the suit under seal. A judge denied the request and they are now part of the Drug Industry Document Archive at the University of California, San Francisco. What is most interesting is not the illegal actions they reveal, but the details of activities that are perfectly legal. And according to people familiar with the industry, the methods detailed in these company memos are routine. One tactic identifies certain doctors as "thought leaders, "—those whose opinions influence the prescribing pattern of other doctors. Those whose views converge with the company goals are then showered with rewards, research and educational grants. In the Parke-Davis case 14 such big shots got between $10,250 and $158,250 between 1993 and 1997. "Medical education drives this market," wrote the author of one Parke-Davis business plan in the files. Many state licensing boards require physicians to attend sessions in what is called continuing medical education (CME) to keep current in their field. At one time, medical schools ran most CME courses. Now, an industry of medical education and communications committees (MECCs) run most of the courses. These companies with innocent sounding names like Medical Education Systems set up courses, sometimes in conjunction with medical meetings, at other times often in fancy restaurants and resorts. The drug companies foot the bill, with the program usually noting it was financed by an." unrestricted educational grant" from the company. Using MECCs, Parke-Davis set up conference calls so that doctors could talk to one another about the drugs. The moderators of the calls, often thought leaders or their younger assistants, received $250 to $500 a call. Drug company reps were on the line, instructed to stay in a "listen only" mode, but monitoring to be sure the pitch met their expectations. Clearly, 'many of the physicians in these schemes are not innocent bystanders. Whether it is ghost writing, making telephone calls to colleagues or leading a CME session, many of the doctors got paid well. Others received a free meal or transportation to a resort to listen to an "educational session." Physicians often claim they are not influenced by payments from the pharmaceutical industry. But with the methods so thoroughly detailed in these papers, drug companies clearly believe they are getting their money's worth.

This is a position supported by the Office of Hawaiian Affairs (OHA), a state agency set up in 1978 to represent to natives' interests and which has now become the moderate face of the native sovereignty movement. More ambitious in the Ka Lahui group, which declared itself a new nation in 1987 and wants full, official independence from the US. But if Hawaiian natives are given greater autonomy, it is far from clear how many people this will apply to. The state authorities only count those people with more than 50 percent Hawaiian blood as native. Native demands are not just based on political grievances, though. They also want their claim on 660,000 hectares of Hawaiian crown land to be accepted. It is on this issue that native groups are facing most opposition from the state authorities. In 1933, the state government paid the OHA US $136 million in back rent on the crown land and many officials say that by accepting this payment the agency has given up its claims to legally own the land. The OHA has vigorously disputed this.

单选题{{B}}Text 2{{/B}} Sleep is a funny thing. We' re taught that we should get seven or eight hours a night, but a lot of us get by just fine on less, and some of us actually sleep too much. A study out of the University of Buffalo last month reported that people who routinely sleep more than eight hours a day and are still tired are nearly three times as likely to die of stroke—probably as a result of an underlying disorder that keeps them from snoozing soundly. Doctors have their own special sleep problems. Residents are famously sleep deprived. When I was training to become a doctor, it was not unusual to work 40 hours in a row without rest. Most of us took it in stride, confident we could still deliver the highest quality of medical care. Maybe we shouldn't have been so sure of ourselves. An article in the Journal of the American Medical Association points out that in the morning after 24 hours of sleeplessness, a person's motor performance is comparable to that of someone who is legally intoxicated. Curiously, surgeons who believe that operating under the influence is grounds for dismissal often don't think twice about operating without enough sleep. "I could tell you horror stories," says Jaya Agrawal, president of the American Medical Student Association, which runs a website where residents can post anonymous anecdotes. Some are terrifying. "I was operating after being up for over 36 hours, "one writes." I literally fell asleep standing up and nearly face planted into the wound." "Practically every surgical resident I know has fallen asleep at the wheel driving home from work, "writes another." I know of three who have hit parked cars. Another hit a convenience store on the roadside, going [105km/h]." "Your own patients have become the enemy," writes a third," because they are the one thing that stands between you and a few hours of sleep." Agrawal's organization is supporting the Patient and Physician Safety and Protection Act of 2001, introduced last November by Representative John Conyers Jr. of Michigan. Its key provisions, modeled on New York State's regulations, include an 80-hour workweek and a 24hour work-shift limit. Most doctors, however, resist such interference. Dr. Charles Binkley, a senior surgery resident at the University of Michigan, agrees that something needs to be done but believes" doctors should be bound by their conscience, not by the government." The U. S. controls the hours of pilots and truck drivers. But until such a system is in place for doctors, patients are on their own. 单选题All big ideas start life on the fringes of debate. Very often it takes a shocking: event to move them into the mainstream. Until last year interest in climate change was espoused mainly by scientists and green lobbyists -and the few politicians they had badgered into paying attention. But since Hurricane Katrina, something seems to have changed, particularly in America. There are plenty of anecdotal signs of change: Britain's pro business Tories have turned green; AI Gore is back in fashion in America. Companies are beginning to take action and encouraging governments to do the same. Europe already has an emissions trading system (ETS) for its five dirtiest industries. In America, although the Bush administration still resists federal legislation, more and more states do not. So far the political rows about global warming have centered on two polluters, smoggy factories and dirty cars. Next month the European Parliament will vote on whether to extend its emissions trading system to airlines. If it decides in favor, the whole industry will feel the impact, for it will affect not just European airlines but all those that fly into and out of the EU. Talk about this prospect soured the International Air Transport Association's annual meeting this week in Paris. But whatever happens in the EU, the airlines look set to face vociferous demands that they should pay for their emissions. In. some ways, the airlines are an odd target for greens. They produce only around 3% of the world's manmade carbon emissions. Surface transport, by contrast, produces 22%. Europe'.,, merchant ships spew out around a third more carbon than aircrafts do, and nobody is going after them. And unlike cars -potent symbols of individualism -airlines are public transport, jamming in as many people as they can into each plane. What's more, many air travelers cannot easily switch. Car drivers can hop on the train or the bus, but transatlantic travelers can't row from London to New York. Nor can aircraft fuel be swapped for a green alternative. Car drivers can buy electro petrol hybrids but aircrafts are, for now, stuck with kerosene, because its energy density makes it the only practical fuel to carry around in the air. Yet in other ways, airlines are a fine target. They pay no tax on fuel for international flights, and therefore escape the "polluter pays" principle even more niftily than other forms of transport. Their emissions are especially damaging, too -partly because the nitrogen oxides from jet engine exhausts help create ozone, a potent greenhouse gas, and partly because the pretty trails that aircrafts leave behind them help make the clouds that can intensify the greenhouse effect. Slowly, businessmen and politicians are coining to agree with scientists. If this generation does not tackle climate change, its descendants will not think much of it. That means raising costs for all sources of pollution. Even those deceptively cheap weekend breaks cannot be exempt.
