But the traditional packaged holiday, a British innovation that provided many timid natives with their first experience of warm sand, is not what it was. Indeed, the industry is anxiously awaiting a High Court ruling to find out exactly what it now is. Two things have changed the way Britons research and book their holidays: low-cost airlines and the internet. Instead of buying a ready made package consisting of a flight, hotel, car hire and assorted entertainment from a tour operator's brochure, it is now easy to put together a trip using an online travel agent like Expedia or Travelocity, which last July bought Lastminute. com for £577m ($1 billion), or from the proliferating websites of airlines, hotels and car-rental firms. This has led some to sound the death knell for high street travel agents and tour operators. There have been upheavals and closures, but the traditional firms are starting to fight back, in part by moving more of their business online. First Choice Holidays, for instance, saw its pre tax profit rise by 16% to £114m ( $196m) in the year to the end of October. Although the overall number of holidays booked has fallen, the company is concentrating on more valuable long-haul and adventure trips. First Choice now sells more than half its trips directly, either via the internet, over the telephone or from its own travel shops. It wants that to reach 75% within a few years. Other tour operators are showing similar hustle. MyTravel managed to cut its loss by almost half in 2005. Thomas Cook and Thomson Holidays, now both German owned, are also bullish about the coming holiday season. Highstreet travel agents are having a tougher time, though, not least because many leading tour operations have cut the commissions they pay. Some high-street travel agents are also learning to live with the internet, helping people book complicated trips that they have researched online, providing advice and tacking on other services: This is seen as a growth area. But if an agent puts together separate flights and hotel accommodation, is that a package, too? The Civil Aviation Authority (CAA) says it is and the agent should hold an Air Travel Organisers- Licence, which provides financial guarantees to repatriate people and provide refunds. The scheme dates from the early 1970s, when some large British travel firms went bust, stranding customers on the Costas. Although such failures are less common these days, the CAA had to help out some 30,000 people last year. The Association of British Travel Agents went to the High Court in November to argue such bookings are not traditional packages and so do not require agents to acquire the costly licences. While the court decides, millions of Britons will happily click away buying online holidays, unaware of the difference.

During the American economy"s last deep recession, in the early 1980s, black unemployment soared to twice the level among whites, passing 21% in 1983. And according to the latest data from the Bureau of Labour Statistics, time has changed little. The current unemployment rate among black Americans is almost 16%; among whites the figure is under 10%. The yawning gap between blacks and whites persists across demographic lines. The current "mancession" has hit male-dominated professions hardest. But white men face a relatively mild unemployment rate of just over 10% compared with over 18% among black men. For the worst-off, the data are catastrophic. Among young black men without a high-school diploma, nearly half have no jobs. These rates are based on a labour-force number which excludes those in prison; if there were not five times as many blacks behind bars as whites, the figures would look even worse. There is no shortage of explanations for the gap. States with weaker labour markets, like South Carolina and Michigan, also tend to have larger black populations than low-unemployment states like Iowa and Montana. Predominantly black neighbourhoods are often a long way from where jobs are concentrated, in largely white suburbs, so those without cars cannot get to them. Blacks are also at a disadvantage when it comes to relying on friends and family connections to find jobs; there is not the same network of family businesses that whites and Latinos have. Some studies have found that this factor may explain as much as 70% of the difference in black and white unemployment rates, and may also explain the difference between black and Latino jobless rates. Among young men, for instance, the near-20% Hispanic unemployment rate is much closer to that for whites (17%) than blacks (30%). And discrimination, too, plays a part. What is clear is that the unemployment problem in black communities will not end with the recession. The employment-to-population ratio among black adults is only just above 50%, and it is closer to a shocking 40% for young black men; for adult whites it is 59%. Black workers are also unemployed for about five weeks longer, on average, than the rest of the population. Some 45% of unemployed blacks have been out of work for 27 weeks or longer, compared with just 36% of unemployed whites. That means continued loss of skills, and a longer and harder road back into the workforce.

To state that the test for AIDS is "ambiguous", as a clergyman recently in public, is a misstatement and an immoral act. To state that the test does not directly indicate the presence of the virus is a half-truth that misleads and an immoral act. The test correlates so consistently with the presence of the virus in bacteria cultures as to be considered I00 percent certain by experts. Everyone who tests positive must understand that he is a potential vector for the AIDS virus and has a moral duty and responsibility to prevent others from contamination. We are not just dealing with the protection of the innocent but with an essential step to contain the spread of an epidemic as horrible as any that has befallen modern man. We must do everything in our power to keep this still, untreatable disease from becoming pandemic. It may seem unfair to burden the tragic victims with concern for the welfare of others. But moral responsibility is not a luxury of the fortunate, and evil actions committed in despair cannot be condemned out of pity. It is morally wrong for a healthy individual who tests positive for AIDS to be involved with anyone except under the strict precautions now defined as safe sex. It is morally wrong for someone in a high-risk population who refuses to test himself to do other than to assume that he tests positive. It is morally wrong for those who, out of sympathy for the heartbreaking victims of this epidemic, as though well wishing and platitudes(老生常谈) about the ambiguities of the disease are necessary in order to comfort the victims while 'they contribute to enlarging the number of those victims. It is illustrated by their emphasis upon introspection—their belief that the clue to external nature is to be found in the inner world of individual psychology—and by their interpretation of experience as. in essence, symbolic. " Hospital officials defended their ads as fair, ethically sound and necessary in a competitive market. The centers studied were on U. S. News & World Report's 2002 honor roll of the nation's best hospitals. Of 122 ads designed to attract patients and published in newspapers in 2002, 21 promoted specific services, including Botox anti-wrinkle injections and laser eye surgery. Only one of the 21 ads mentioned the risks. Most of the 122 ads—62 percent—used an emotional appeal to attract patients. One third used slogans focusing on technology, fostering a misperception that high-tech medicine is always better. "As a result, patients may be given false hopes and unrealistic expectations," the researchers said. As leading sources for specialized medical care, training and innovation, academic medical centers were selected "because we thought they would be the best-case scenario," said lead author Dr. Robin Larson, a researcher at the Veterans Affairs Medical Center in White River Junction, Vt. "We thought if we find problems there, we would assume that they're only worse" at community hospitals. University medical centers generally are not-for-profit but still face financial pressures to attract patients and stay afloat. Hospital advertising began about 20 years ago and grew as managed care increased competition among hospitals. The authors said it has risen among academic medical centers in the past decade. Johns Hopkins spokeswoman Elaine Freeman said the study highlights an important point—that academic medical centers need to be sensitive to conflicts between money and altruism. But Freeman said that advertising helps educate the public and that Hopkins has a review process to make sure its ads are fair and balanced. Vanderbilt spokesman Joel Lee also said his hospital's ads are ethical, including the one featuring spilled coffee. He said that the ad was intended to create awareness about women's heart attack symptoms differing from men's. University of Chicago Hospitals' spokeswoman Catherine Gianaro said: "If any institution or company didn't remain economically viable, they wouldn't be able to serve the public health. " American Hospital Association spokesman Rick Wade said that advertising is a necessity for hospitals, and that appealing to emotion is inherent in advertising. According to AHA guidelines, emotion-evoking ads are acceptable if they maintain "a proper sensitivity" toward vulnerable patients, and are fair and accurate. The guidelines also frown on ads for risky procedures that do not disclose the risks.

Since the various jobs in the manufacture of a product were given out on contract, the system is also known as the putting out system. Notwithstanding the petty scale of production, the organization was basically capitalistic. The raw material was purchased by an entrepreneur and assigned to individual worker, each of whom would complete his allotted task for a stipulated payment. In the case of the woolen industry the yarn would be given out first of all to the spinners, then to the weavers, fullers, and dyer in succession. When the cloth was finally finished, it would be taken by the clothier and sold in the open market for the highest price it would bring.

At home too, Americans' attitudes to luxury changed, at least temporarily. "Conspicuous abstention" replaced greedy consumerism among the fast-growing, younger breed of newly rich. The decline in job security, the lower bonuses in financial services, and the stock market bust that wiped out much of the paper wealth generated in the late 1990s, bred a new frugality. Sales of expensive jewelry, watches and handbags—the products that make the juiciest profits for the big luxury-goods groups—dropped sharply. The impact has been most striking among the handful of large, quoted luxury-goods companies. France's Louis Vuitton Moet Hennessy (LVMH), the industry leader, issued four profits warnings after September 11th and ended up reporting a 20% decline in operating profit for 2001, after having repeatedly promised its investors double-digit growth; and Italy's Gucci Group, the third largest, announced this week that second-half profits dropped by 33%. Meanwhile, privately held Prada had to postpone its stock market flotation and was forced to sell a recently acquired stake in Fendi, a prestigious Italian bag maker, in order to reduce its debts. Luxury is an unusual business. A luxury brand cannot be extended indefinitely: if it becomes too common, it is devalued, as Pierre Cardin and Ralph Lauren proved by sticking their labels on everything from T-shirts to paint. Equally, a brand name can be undermined if it is not advertised consistently, or if it is displayed and sold poorly. Sagra Maceira de Rosen, a luxury-goods analyst at J. P. The government investigation commissioned by President Theodore Roosevelt which eventually led to the adoption of the 1906 Meat Inspection Act found the packinghouses unsanitary, while social workers observed that most of the workers were poorly paid and overworked. The history may be too optimistic because most of its data date from the 1880 's at the latest, and the information provided from that decade is insufficiently analyzed. Conditions actually declined in the 1880's, and continued to decline after the 1880's, due to a reorganization of the packing process and a massive influx of unskilled workers. The 'deterioration, in worker status, partly a result of the new availability of unskilled and hence cheap labor, is not discussed. Though a detailed account of work in the packing houses is attempted, the author fails to distinguish between the wages and conditions for skilled workers and for those unskilled laborers who comprised the majority of the industry's workers from the 1880's on. While conditions for the former were arguably tolerable due to the strategic importance of skilled workers in the complicated slaughtering, cutting and packing process (though worker complaints about the rate and conditions of work were frequent), pay and conditions for the latter were wretched. The author's misinterpretation of the origins of the feelings the meat-packers had for their industrial neighborhood may account for the history's faulty generalizations. The pride and contentment the author remarks upon were, arguably, less the products of the industrial world of the packers—the giant yards and the intricate plants—than of the unity and vibrancy of the ethnic cultures that formed a viable community on Chicago's South Side. Indeed, the strength of this community succeeded in generating a social movement that effectively confronted the problems of the industry that provided its livelihood.

单选题AMERICA'S central bank sent a clear message this week. For the second consecutive meeting, the Federal Open Market Committee, the central bank's policy-making committee, left short-term interest rates unchanged at 1.75%. But it said that the risks facing the economy had shifted from economic weakness to a balance between weakness and excessive growth. This shift surprised no one. But it has convinced many people that interest rates are set to rise again--and soon. Judging by prices in futures markets, investors are betting that short-term interest rates could start rising as early as May, and will be 1.25 percentage points higher by the end of the year. That may be excessive. Economists at Goldman Sachs, who long argued that the central bank would do nothing this year, now expect short-term rates to go up only 0.75% this year, starting in June. But virtually everyone reckons some Fed tightening is in the offing. The reason? After an unprecedented 11 rate-cuts in 2001, short-term interest rates are abnormally low. As the signs of robust recovery multiply, analysts expect the Fed to take back some of the rate-cuts it used as an "insurance policy" after the September 11th terrorist attack. They think there will be a gradual move from the Fed's current "accommodative" monetary stance to a more neutral policy. And a neutral policy, many argue, ultimately implies short-term interest rates of around 4%. Logical enough. But higher rates could still be further off, particularly if the recovery proves less robust than many hope. Certainly, recent economic indicators have been extraordinarily strong, unemployment fell for the second consecutive month in February and industrial production rose in both January and February. The manufacturing sector is growing after 18 months of decline. The most optimistic Wall Streeters now expect GDP to have expanded by between 5% and 6% on an annual basis in the first quarter. But one strong quarter does not imply a sustainable recovery. In the short term, the bounce-back is being driven by a dramatic restocking of inventories. But it can be sustained only if corporate investment recovers and consumer spending stays buoyant. With plenty of slack capacity around and many firms stuck with huge debts and lousy profits, it is hard to see where surging investment will come from. And, despite falling unemployment, America's consumers could disappoint the bulls. These uncertainties alone suggest the central bank will be cautious about raising interest rates. Indeed, given the huge pressure on corporate profits, the Federal Reserve might be happy to see consumer prices rise slightly. In short, while Wall Street frets about when and how much interest rates will go up. The answer may well be not soon and not much.
