单选题H The Norwegian Government is doing its best to keep the oil industry under control. A new law limits exploration to an area south of the southern end of the long coastline; production limits have been laid down (though these have already been raised) ; and oil companies have not been allowed to employ more than a limited number of foreign workers. But the oil industry has a way of getting over such problems, and few people believe that the Government will be able to hold things back for long. As a Norwegian politician said last week: "We will soon be changed beyond all recognition. " Ever since the war, the Government has been carrying out a programme of development in the area north of the Arctic Circle. During the past few years this programme has had a great deal of success: Tromso has been built up into a local capital with a university, a large hospital and a healthy industry. But the oil industry has already started to draw people from the south, and within a few years the whole northern policy could be in ruins. The effects of the oil industry would not be limited to the north, however. With nearly 100 percent employment, everyone can see a situation developing in which the service industries and the tourist industry will lose more of their workers to the oil industry. Some smaller industries might even disappear altogether when it becomes cheaper to buy goods from abroad. The real argument over oil is its threat to the Norwegian way of life. Farmers and fishermen do not make up most of the population, but they are an important part of it, because the Norwegians see in them many of the qualities that they regard with pride as essentially Norwegian. And it is the farmers and the fishermen who are most critical of the oil industry because of the damage that it might cause to the countryside and to the sea.

单选题Since the 1970s, scientists have been searching for ways to link the brain with computers. Brain-computer interface(BCI)technology could help people with disabilities send commands to machines. Recently, two researchers, Jose Millan and Michele Tavella from the Federal Polytechnic school in Lausanne, Switzerland, demonstrated(展示)a small robotic wheelchair directed by a person's thoughts. In the laboratory, Tavella operated the wheelchair just by thinking about moving his left or right hand. He could even talk as he watched the vehicle and guided it with his thoughts. "Our brain has billions of nerve ceils. These send signals through the spinal cord(脊髓)to the muscles to give us the ability to move. But spinal cord injuries or other conditions can prevent these weak electrical signals from reaching the muscles," Tavella says. "Our system allows disabled people to communicate with external world and also to control devices." The researchers designed a special cap for the user. This head cover picks up the signals from the scalp(头皮)and sends them to a computer. The computer interprets the signals and commands the motorized wheelchair. The wheelchair also has two cameras that identify objects in its path. They help the computer react to commands from the brain. Prof. Millan, the team leader, says scientists keep improving the computer software that interprets brain signals and turns them into simple commands. "The practical possibilities that BCI technology offers to disabled people can be grouped in two categories: communication and controlling devices. One example is this wheelchair." He says his team has set two goals. One is testing with real patients, so as to prove that this is a technology they can benefit from. And the other is to guarantee that they can use the technology over long periods of time.

单选题Federal regulators Wednesday approved a plan to create a nationwide emergence alert (警报) system using text messages delivered to cell phones. Text messages have exploded in popularity in recent years, particularly among young people. The wireless industry's trade association, CTIA, estimates(估计) more than 48 billion text messages are sent each month. The plan comes from the Warning Alert and Response Network Act, a 2006 federal law that requires improvements to the nation's emergency alert system. The act tasked the Federal Communications Commission (FCC) with coming up with new ways to alert the public about emergencies. "The ability to deliver accurate and timely warnings and alerts through cell phones and other mobile services is an important next step in our efforts to help ensure that the American public has the information they need to take action to protect themselves and their families before, and during, disasters and other emergencies," FCC Chairman Kevin Martin said following approval of the plan. Participation in the alert system by carriers telecommunications companies is voluntary, but it has received solid support from the wireless industry. The program would be optional for cell phone users. They also may not be charged for receiving alerts. There would be three different types of messages, according to the rules. The first would be a national alert from the president, likely involving a terrorist attack or natural disaster. The second would involve "approaching threats," which could include natural disasters like hurricanes or storms or even university shootings. The third would be reserved for child abduction (绑架) emergencies, or so-called Amber Alerts. The service could be in place by 2010.
