The city finally won approval for a limited speed camera program in June after a long battle in Albany, and City Mayor Bloomberg announced on Monday that starting Sept. 9, the city will【C1】______20 cameras in school zones around the city, despite【C2】______from police unions to the pilot program. Officials won't【C3】______where exactly the cameras will go—hoping to maximize the warning effect on speeding from the cameras—and plan to move them around【C4】______between different schools. But they've【C5】______100 schools in all five boroughs where at least 75% of cars speed and plan to target the schools with the worst speeding problems. The cameras, which will be【C6】______to drivers, will catch motorists going at least 10 miles an hour over the speed limit. Drivers will be hit with $50 fines, though officials will give out warnings for the first few weeks of the program. Statistics show a child hit by a car going 40 miles per hour faces a 70% chance of being killed, while a kid hit at 30 miles per hour has an 80% chance of【C7】______"Speeding continues to be the【C8】______killer on the streets of New York," said Transportation Commissioner Janette Sadik-Khan. Bloomberg said he'd prefer a less【C10】______speed camera program and hope to expand it soon. "We'd like to have more than twenty, but we're glad to start with what we have," he said.

It's possible to admire Oprah Winfrey and still wish Harvard hadn't awarded her an honorary doctor of law degree and the commencement (毕业典礼) speaker spot at yesterday's graduation. There's no question Oprah's achievements place her in the temple of American success stories. Talent, charm, and an exceptional work ethic have rarely hurled anyone as far as they have this former abused teenage mother from rural Mississippi who became one of the world's most successful entertainment icons and the first African-American female billionaire. Honorary degrees are often conferred on non-academic leaders in the arts, business, and politics. Harvard's list in recent years has included Kofi Annan, Bill Gates, Meryl Streep, and David Souter. But Oprah's particular brand of celebrity is not a good fit for the values of a university whose motto (座右铭), Veritas, means truth. Oprah's passionate advocacy extends, unfortunately, to a hearty embrace of fake science. Most notoriously, Oprah's validation of Jenny McCarthy's claim that vaccines cause autism(自闭症) has no doubt contributed to much harm through the foolish avoidance of vaccines. Famous people are entitled to a few failings, like the rest of us, and the choice of commencement speakers often reflects a balance of institutional priorities and aspirations. Judging from our conversations with many students, Oprah was a widely popular choice. But this vote of confidence in Oprah sends a troubling message at precisely the time when American universities need to do more to advance the cause of reason. As former Dean of Harvard College, Harry Lewis, noted in a blog post about his objections, "It seems very odd for Harvard to honor such a high profile popularizer of the irrational... at a time when political and religious nonsense so jeopardize the rule of reason in this allegedly enlightened democracy and around the world." As America's oldest and most visible university, Harvard has a special opportunity to convey its respect for science not only through its research and teaching programs but also in its public affirmation of evidence-based inquiry. Unfortunately, many American universities seem awfully busy protecting their brand name and not nearly busy enough protecting the pursuit of knowledge. A recent article in The Harvard Crimson noted the shocking growth of Harvard's public relations arm in the last five years and it questioned whether a focus on risk management and avoiding controversy was really the best outward-looking face of this great institution. As American research universities begin to resemble profit centers and entertainment complexes, it's easy to lose sight of their primary mission: to produce and spread knowledge. This mission depends on traditions of rational discourse and vigorous defense of the scientific method. Oprah Winfrey's honorary doctorate was a step in the wrong direction.

One of our expectations about education is that it will pay off in terms of upward mobility. Historically , the correlation between education and income has been strong. But in the early 1970s, a contradiction【C1】 1between education and the economy. Our value of education and our average educational attainment outstripped the capacity of the economy to【C2】 2the graduates. Experts have argued that this contradiction is at the heart of the problem of public education today. It is not, as business leaders claim, that the schools are failing to【C3】 3educate students. The real problem is a dearth(缺乏)of economic【C4】 4for students who are not continuing on to college. College graduates also are having difficulty finding jobs. Even when they do, the jobs may not be commensurate(相称的)with their【C5】 5and expectations. Part of the problem is that too many young Americans aspire to have professional jobs, making disappointment and frustration【C6】 6for some. Another part of the problem is the assumption that greater educational attainment guarantees career【C7】 7. In fact, employers do not routinely reward educational attainment:【C8】 8, they reward it only when they believe it will contribute to the employee' s productivity. We should not overlook the fact that there is still a strong correlation between education, occupation , and income. College graduates have a strong advantage over those with less education. Despite the fact that the payoff is neither as large nor as【C9】 9as it once was, we could still argue that all or at least the majority of Americans would【C10】 10by some degree because higher education can enable them to think more deeply, explore more widely, and enjoy a greater range of experiences. In last year' s Science study, researchers at Johns Hopkins University examined the relationship between stem-cell divisions and cancer development. They reported that the higher the number of stem-cell divisions in a given tissue, the higher risk for【C1】 1cancer. At the time, they said that their findings suggested "65% of cancer... appears to be explained by the number of stem-cell divisions". That stem-cell activity, the researchers suggested, could explain why some people without【C2】 2factors like smoking will still get lung cancers. " I was startled by their conclusion," Dr. Yusuf Hannun says, a cancer researcher at Stony Brook University in New York and author of the new Nature study. Hannun and his team【C3】 3that the first study assumed that stem-cell division and other environmental factors were【C4】 4of each other. Hannun' s team wanted to assess the【C5】 5to which stem-cell division or environmental factors contribute to developing the disease. To do this, the researchers looked at a variety of data including epidemiological evidence that people living in different regions have different rates of cancer development. They also looked at cell-mutation patterns【C6】 6with certain cancers, as well as mathematical models that helped parse how much a cancer was due to【C7】 7factors like cell division versus extrinsic factors like environment or lifestyle. The new study reported that while intrinsic factors did have a【C8】 8in cancer development, environmental factors had a more【C9】 9effect and were responsible for 70% -90% of cancer cases. This isn' t the last study to be published on the topic, but as scientists refine their【C10】 10of the many things that can contribute to cancer risk, more information is needed.
