When Liam McGee departed as president of Bank of America in August, his explanation was surprisingly straight up. In recent weeks the No. 2 executives at Avon and American Express quit with the explanation that they were looking for a CEO post. As boards scrutinize succession plans in response to shareholder pressure, executives who don't get the nod also may wish to move on. A turbulent business environment also has senior managers cautious of letting vague pronouncements cloud their reputations. As the first signs of recovery begin to take hold, deputy chiefs may be more willing to make the jump without a net. In the third quarter, CEO turnover was down 23% from a year ago as nervous boards stuck with the leaders they had, according to Liberum Research. As the economy picks up, opportunities will abound for aspiring leaders. The decision to quit a senior position to look for a better one is unconventional. For years executives and headhunters have adhered to the rule that the most attractive CEO candidates are the ones who must be poached. Says Ferry senior partner Dennis Carey: " I can't think of a single search I've done where a board has not instructed me to look at sitting CEOs first. " Those who jumped without a job haven't always landed in top positions quickly. Ellen Marram quit as chief of Tropicana a decade age, saying she wanted to be a CEO. It was a year before she became head of a tiny Internet-based commodities exchange. Robert Willumstad left Citigroup in 2005 with ambitions to be a CEO. He finally took that post at a major financial institution three years later. Many recruiters say the old disgrace is fading for top performers. The financial crisis has made it more acceptable to be between jobs or to leave a bad one. " The traditional rule was it's safer to stay where you are, but that's been fundamentally inverted," says one headhunter.

With the possible exception of equal rights, perhaps the most controversial issue across the United States today is the death penalty. Many argue that it is an effective deterrent(威慑)to murder, while others maintain there is no convincing evidence that the death penalty reduces the number of murders. The principal argument advanced by those opposed to the death penalty, basically, is that it is cruel and inhuman punishment, that it is the mark of a brutal society, and finally that it is of questionable effectiveness as a deterrent to crime anyway. In our opinion, the death penalty is a necessary evil. Throughout recorded history there have always been those extreme individuals in every society who were capable of terribly violent crimes such as murder. But some are more extreme than others. Fox example, it is one thing to take the life of another in a fit of blind rage, but quite another to coldly plot and carry out the murder of one or more people in the style of a butcher. Thus, murder, like all other crimes, is a matter of relative degree. While it could be argued with some conviction that the criminal in the first instance should be merely isolated from society, such should not be the fate of the latter type murderer. The value of the death penalty as a deterrent to crime may be open to debate. But the overwhelming majority of citizens believe that the death penalty protects them. Their belief is reinforced by evidence which shows that the death penalty deters murder. For example, from 1954 to 1963, when the death penalty was consistently imposed in California, the murder rate remained between three and four murders for each 100,000 population. Since 1964 the death penalty has been imposed only once, and the murder rate has risen to 10. 4 murders for each 100,000 population. The sharp climb in the state's murder rate, which began when executions stopped, is no coincidence(巧合). It is convincing evidence that the death penalty does deter many murderers. If the bill reestablishing the death penalty is vetoed(否决), innocent people will be murdered—some whose lives may have been saved if the death penalty were in effect. This is literally a life or death matter. The lives of thousands of innocent people must be protected.

Job sharing refers to the situation in which two people divide the responsibility of one full-time job. The two people willingly act as part-time workers, enough hours between them to fulfill the duties of a full-time worker. If they each work half the job, for example, they each receive 50 per cent of the job's wages, its holidays and its other benefits. Of course, some job sharers take a smaller or larger share of the responsibilities of the position, receiving a lesser or greater share of the benefits. Job sharing differs from conventional part-time work in that it occurs mainly in the more highly skilled and professional areas, which require higher levels of responsibility and employee commitment. Job sharing should not be confused with the term work sharing, which refers to increasing the number of jobs by reducing the number of hours of each existing job, thus offering more positions to the growing number of unemployed people. Job sharing, by contrast, is not designed to address unemployment problems; its focus, rather, is to provide well-paid work for skilled workers and professionals who want more free time for other activities. As would be expected, women constitute the bulk of job sharers. A survey carried out in 1988 by Britain's Equal Opportunities Commission revealed that 78 per cent of sharers were female, the majority of whom were between 20 and 40 years of age. Subsequent studies have come up with similar results. Many of these women were re-entering the job market after having had children, but they chose not to seek part-time work because it would have meant lower status. Job sharing also offered an acceptable shift back into full-time work after a long absence. The necessity of close cooperation when sharing a job with another person makes the actual work quite different from conventional one-position jobs. However, to ensure a greater chance that the partnership will succeed, each person needs to know the strengths, weaknesses and preferences of his or her partner before applying for a position. Moreover, there must be a fair division of both routine tasks and interesting ones. In sum, for a position to be job-shared well, the two individuals must be well matched and must treat each other as equals.
