摘要
政策议程设置是公共政策的逻辑起点和端口,对决策过程影响深刻。随着现代化和网络社会发展,参与式议程设置逐渐成为科学决策的新趋势。信任关系对参与式议程设置具有基础性和实质性的影响。本文通过对网约车议程实证分析,发现政府、社会组织、公众等议程参与主体间存在信任流失隐患,既受转型期不确定性等客观因素影响,也是议程参与者信任心理不坚实、观念行为失当和互联网助推的结果。参与式议程设置信任的精准修复,需要以改善信任环境为前提,基于复合渐进式精准修复模型,不断优化议程信任的制度、心理和行为基础,这将对推动科学决策产生积极意义。
As the logical starting point and port of public policy,policy agenda setting has far-reaching impact on policy making process.With the development of modernization and network society,increasing public involvement is making participative agenda setting a new trend of scientific decision-making.Trust relationship has a fundamental and substantive impact on participative agenda-setting.Based on online car-hailing agenda,it is found that the loss of trust exists among government departments,government and the public,as well as social members.The loss of trust not only comes from objective factors such as uncertainty in the transitional period,but also from the Internet boosting,unsound psychological foundation of trust,and the improper senses and behaviors.On the premise of optimizing trust environment,precisely repair of trust in participative agenda setting is based on compound progressive repair model,continuously to optimize the institutional,psychological and behavioral basis of trust in agenda participation,which may have positive effect on scientific decisionmaking.
