摘要
环境问题兼具自然价值和公共属性,从早期的"公地悲剧"转变为全球性"公共议题",网络媒体及其对环境问题的议程设置和传播功能发挥着巨大作用。特别是在社交媒介时代,环境事件极易引发普遍关注和舆论参与,一旦形成舆论"风暴",即刻成为牵动社会各阶层的"痛点"和"热点"。以往相关机构和媒体"有事才报"的被动式态度、自上而下的"科教宣讲"模式,亦不能跟进全员之情和参与的步伐,更不能主动发挥其在环境传播中应有的环境教育和引导、公共批评和问责、动员和倡导、微志愿者和自我组织等功能,表现出某种程度上的不自觉和责任缺失。中国的环境传播如何在社交媒介时代实现从被动传播到主动建构的转变,如何充分利用媒体功能承担其环境传播责任,亟待关注。
Environmental issues have both natural value and public property.From the early"tragedy of the commons"to the global"public issues",the online media and its functions of setting up and transmitting the agenda of environmental issues play an important role.Especially in the era of social media,environmental incidents can easily lead to widespread concern and public opinion participation.Once the"storm"of public opinion is formed,the"pain points"and the"hot spots"of all social strata instantly come into being.In the past,the relevant agencies and the media have not been able to follow the progress of the full affectionate and participation of the whole society.They should not take the initiative to play their due role in environmental communication.Environmental education and guidance,public criticism and accountability,mobilization and advocacy, micro-volunteers and self-organization demonstrated some degree of unconsciousness and lack of responsibility.How China’s environmental communication has transformed itself from passive communication to active communication in the era of social media and how to make full use of media functions to shoulder its responsibility of environmental communication are urgently needed.
