摘要
针对新冠肺炎防疫防控过程中出现的问题,认为有必要对部分工作进行半常规管理。结合军事预备役制度优缺点,认为重大突发事件应急管理非常适合实行预备役制度。基于此,就应急管理预备役制度的必要性、可行性进行分析,对应急预备役具体工作方案进行初步设计。
In view of the problems in COVID-19 epidemic prevention and control,it is necessary to carry out semi-routine management.Combined with the advantages and disadvantages of the military reserve system,it is considered that the emergency management of major emergencies is very suitable to the reserve system.It is analyzed that the necessity and feasibility of the emergency management reserve system,and designedpreliminarily to the specific work program of the emergency reserve.
