乏燃料多式联运的动态运输计划模型及其初步应用探讨

摘要 随着我国核能事业发展,乏燃料运输需求将快速增加。为满足未来运输需要,我国已设计并初步建成以海运、铁路运输为主,公路运输为辅的乏燃料多式联运体系,具备了开展批量化运输的基本技术条件。随着联运体系的正式运行,以及即将到来的大批量、年度多批次运输,也对运输计划的制定、动态调整及运输活动综合管理提出了新的要求。本文通过分析我国乏燃料多式联运体系的全流程工艺环节,结合运输计划实施影响因素,提出了一种运输全流程的动态运输计划制定及调整模型,并可结合运输项目管理需求开展模块化拓展应用,提高乏燃料运输计划管理效率、准确度。该模型还可根据需要拓展至各型放射性物品运输活动管理,进一步提升放射性物品运输安全及可控性。 China has built a spent fuel multi-modal transport system based on maritime and railway transportation.supplemented by road transportation,and has the conditions for carrying out batch transportation.With the operation of the inter-modal transport system,new requirements have been put forward for the formulation,dynamic adjustment and comprehensive management of transportation plans.By analyzing the whole process of the spent fuel multi-modal transport system in China and combining the influencing factors of transportation planning,this paper proposes a dynamic transportation planning model of the whole transportation process,which can be combined with the needs of transportation management to carry out modular expansion and application.improve the efficiency and accuracy of management for the spent fuel transportation plan,and further improve the transportation safety and controllability.
