高校教师学术代表作制评价实施:动因、挑战与路径 被引量:41

Evaluation System of Academic Representative Work of University Teachers: Agent, Challenges and Path

摘要 "学术GDP主义"绩效观下的量化制评价被国内高校所广泛采用的同时带来了大量学术泡沫,正遭受着种种质疑。代表作制评价则被认为更符合科学研究规律和学术创新要求,能够在一定程度上减少量化制评价所导致的低水平重复性研究,故而在新的实践改革中受到推崇。但由于评价过程中的程序公平难以保障,代表作的质量评判标准无法统一,学术共同体的评价机制尚未健全,量化评价形成的制度利益破除困难等,导致代表作制评价的实践探索陷入重重困境。扭转此种局面需重构高校教师的学术评价生态,从程序规范、标准体系、运行机制和利益格局等方面进行变革,以实现学术精神的回归、推动学术精品的产出。 Quantitative evaluation has been widely adopted by domestic universities under the concept of"academic GDP doctrine",which has brought about a large number of academic bubbles and is being questioned.Representational evaluation system is considered to be more in line with the law of scientific research and academic innovation requirements and reduce the repetitive research of low level caused by quantitative evaluation.So,it is praised in the practice of reform.However,the practical exploration of representative work evaluation has fallen into dilemma due to four reasons.They are the difficulty in guaranteeing the procedural fairness in the evaluation process,inconsistency of the quality evaluation criteria of representative works,imperfection of the evaluation mechanism of academic community,and predicament in eliminating the institutional interests formed by quantitative evaluation.To reverse this situation,it is necessary to reconstruct the academic evaluation ecology of university teachers,and reform the procedures,standard system,operation mechanism and interest pattern so as to realize the return of academic spirit and promote the output of academic excellence.
