Research on safety guarantee system of heavy-haul railway operation

摘要 为预防铁路作业中的人身安全事故,保障铁路员工上道作业检修安全,构建铁路工人作业安全保障系统,采用中国北斗卫星导航系统和智能监控系统技术,通过实时采集作业人员的不安全行为位置信息,并将信息通过网络与系统进行分析监测,检查标准化作业程序,进行不安全行为分析与预警反馈;同时,系统在列车到达一定距离作业人员防护没有生效时,自动接通视频监控室进行报警。结果表明:作业安全保障系统能够降低防护员劳动强度,克服因地理因素、气象条件、防护意识、身体状况等原因带来的防护障碍,减少人身伤害事故的发生,压缩安全支出。 In order to prevent personal accidents in railway operation and ensure employees′safety in inspection and repair works,a safety guarantee system was established.Firstly,Beidou navigation system and intelligent monitoring system were used to collect location information of operators′unsafe behaviors in real time.Then,the information was analyzed and monitored through network and system,and standardized operation procedure was checked before unsafe behaviors were analyzed and early warning feedback was delivered.At the same time,video monitoring room was connected by the system automatically to give an alarm when the train reached a certain distance and operator protection was not in effect.The results show that the safety guarantee system can effectively reduce labor intensity of protectors,and overcome protection obstacles caused by geographical factors,meteorological conditions,protection awareness and physical conditions,thus effectively reducing personal injury accidents and protection expenses.
