摘要
作为人类达意传情、通事通心最重要的工具和文化最重要的载体,语言既是治理的对象,又是治理的重要抓手、资源与支撑。加强基层组织应急语言服务规划,提升其应急语言服务水平与质量,关切到辖区民众生活的获得感、幸福感、安全感与日益增长的美好生活需要,关切到社会的和谐稳定与国家的长治久安,关切到辖区民众共同家园意识的强化和共建共治共享理念与格局的树立,对推进国家治理现代化具有重要战略意义。对此,乡镇(街道)和村(社区)需加强制度规划即制定和完善应急语言服务政策法规,需加强组织规划即建立多元参与的应急语言服务组织体系,需加强能力规划即多措并举提升应急语言服务能力,需加强资源规划即构建应急语言服务共享和协作机制,需加强技术规划即强化应急语言服务技术支撑和创新。
As the most important tool for human communication,as well as the most important carrier of culture,language is not only the object of governance,but also an important grasp,resource and support for governance.It is of strategic importance for national governance modernization to strengthen the planning of emergency language services and to improve the level and quality of emergency language services of grass-roots organizations,which are concerned with the sense of security,belonging and well-being of the people in the district and their growing need for a better life,with the harmony and stability of society and the country’s long-term peace and security,and with the reinforcement of the sense of a common homeland among the people in the district and the establishment of the concepts and patterns of joint construction,joint governance and shared benefits.In this regard,townships(streets)and villages(communities)need to strengthen institutional planning,including the formulation and improvement of policies and regulations for emergency language services,enhance organizational planning by establishing diverse organizational systems for emergency language services,strengthen capacity planning by taking multiple measures to enhance emergency language service capabilities,strengthen resource planning by building shared and collaborative mechanisms for emergency language services,and enhance technical planning by strengthening technical support and innovation for emergency language services.
