摘要
构建中国自主的应急管理知识体系,对阐释应急管理的中国故事、推动我国应急管理体系和能力现代化具有重要意义。实践历程、问题意识和研究议程是理解中国应急管理知识生产的主要维度,即实践历程提供了知识建构的基础,问题意识是知识创新的逻辑起点,而研究议程是自主知识体系形成的具体面向。文章认为,新中国成立特别是党的十八大以来,我国应急管理事业在党的领导、举国体制和制度演进等方面累积了许多宝贵的治理经验。同时,突发事件应对的主体、过程、领域、职能、中外比较以及改革实践中的突出问题等,还存有系统性的研究空间值得进一步讨论。面对新时代应急管理体系和能力现代化的新挑战,应急管理知识生产要在“大安全大应急”框架下的应急管理学科建设、应急管理的学术共同体建设与人才培养、应急管理的中国话语创新等议程上重点发力,形成更具解释力和应用价值的自主知识体系。
Building an independent emergency management knowledge system in China is of great significance for explaining the Chinese story of emergency management and promoting the modernization of Chinese emergency management system and capabilities.The practical process,question awareness,and research agenda are the main dimensions for understanding the production of emergency management knowledge in China.That is,the practical process provides the foundation for knowledge construction,question awareness is the logical starting point for knowledge innovation,and the research agenda is the specific direction for the formation of an independent knowledge system.The article believes that since the establishment of the People's Republic of China,especially since the 18th National Congress of the Communist Party of China,Chinese emergency management has accumulated many valuable governance experiences in the leadership of the Party,national system,institutional evolution,and other aspects.At the same time,there is still systematic research space worth further discussing on the subjects,processes,fields,functions,comparison between China and foreign countries,and prominent issues in reform practice of emergency response.Facing with the new challenges of modernizing the emergency management system and capabilities in the new era,the production of emergency management knowledge should focus on the construction of emergency management disciplines,the construction of academic communities and talent cultivation in emergency management,and the innovation of Chinese discourse in emergency management under the framework of“Big Safety and Big Emergency”,in order to form a more explanatory and applied value independent knowledge system.
