以机制创新助推中小学办学自主权的落实

Promoting the Implementation of Autonomy of Primary and Secondary Schools with Mechanism Innovation

摘要 纵观我国三十多年落实中小学办学自主权的改革历程,在取得诸多进展的同时依旧困难重重,中小学办学自主权尚未得到有效落实,学校办学活力不足问题依然存在。在教育高质量发展阶段,德智体美劳全面发展的社会主义建设者和接班人的育人目标,要求进一步落实中小学的办学自主权,充分激发学校的办学活力和教育活力。鉴于落实中小学办学自主权的宏观政策语境和现实困境,有效落实学校办学自主权的关键在于机制创新,即创建一套行之有效的机制以破除制约学校依法自主办学的体制机制障碍。 Throughout the reform process of implementing the school-running autonomy of primary and secondary schools in more than 30 years,there are still many difficulties while making a lot of progress,the autonomy of primary and secondary schools has not been effectively implemented,and the problem of insufficient vitality of school operation still exists.At the stage of high-quality development,the goal of educating socialist builders and successors with the all-round development of moral,intellectual,physical,aesthetical grounding with a hard-working spirit,requires further implementation of the autonomy of primary and secondary schools to fully stimulate the vitality of school operation and education.In view of the macro policy context and practical difficulties in implementing the autonomy of primary and secondary schools,the key to effectively implementing the autonomy of schools lies in mechanism innovation,which is to create a set of effective mechanisms to break down the institutional constraints that restrict the autonomy of schools in accordance with the law.
