摘要
针对综合管廊运维管理缺乏应急管理的理论指导这一问题,文章系统分析并构建了综合管廊应急预案体系、应急组织体系和应急管理工作体系。基于近年来公共安全领域的"情景-应对"理论和方法,提出了一种基于事故情景的安全体系三角框架,在此基础之上对综合管廊事故进行了分类分级,并结合综合管廊结构特征梳理了分层事故对象和事故破坏形式。最后提出了一种基于事故情景的标准操作流程体系,采用管廊状态数据采集、分级分段层次风险评估、基于情景的分段应急检索和多级应急响应,实现了事前预防、事中快速响应的目标。
In view of no theoretical guidance of emergency management in the operation and maintenance management of the utility tunnel,the emergency plan system,emergency organization system and emergency management system of the utility tunnel were systematically established and analyzed in this paper.Based on the"scenario-response"theory and method in the field of public security in recent years,a triangular framework of safety system based on accident scenario was proposed,so that the accidents of utility tunnel were classified and graded accordingly,and the layered accident objects and accident damage forms were sorted out in combination with structural characteristics of utility tunnel.Finally,a standard operation system based on accident scenario was proposed,of which state data collection,hierarchical and segmented risk assessment,scenario based segmented emergency retrieval and multilevel emergency response of the utility tunnel were adopted to achieve the objectives of prior prevention and in-process rapid response.
