一起观光小火车撞人致脱轨事故的调查分析与安全防范措施

摘要 通过对一起观光小火车撞人致脱轨事故进行现场勘查、载荷试验和技术分析,找出事故发生的直接原因和间接原因,推断并还原事故发生经过。调查分析表明,小火车类及其他类似游乐设施因设备本身“先天性缺陷”设计特征的视域盲区,加之为造型美观和可观赏性而设置的装饰物总成,导致驾驶室人员可观察的视域盲区进一步扩大。为防范类似事故再次发生,从技术角度、管理角度提出相应的安全防范措施,为切实提高小火车类游乐设施的安全运营管理水平提供应对策略与建议,同时也丰富了载人设备损伤与故障模式数据库及失效件实物库,为提升载人设备安全质量提供对策支撑。 Through on-site survey,load test and technical analysis of a collision and derailment accident of a sightseeing train,direct cause and indirect cause are found out,and also its process is inferred and restored.Investigation and analysis show that the blind area of the small train and other amusement devices due to their own congenital defects design characteristics,combined with decorative assembly set for aesthetics and ornamental,the visual blind area of the driver’s position of the cab is further expanded.In order to prevent similar accidents from happening again,corresponding safety precautions are put forward from the technical point of view and management point of view,and countermeasures and suggestions are provided for improving the safe management operation level of small train amusement devices.At the same time,it also enriches the damage and failure mode database of manned rides and object database of failure parts,and also provides the countermeasure support for improving safety quality of manned rides.
