摘要
盘活农村沉睡资源,推进农村资源市场化,切实实现资源变资本、资本变资金,将有力促进农村经济可持续发展。探索建立科学合理的农村产权融资配套机制,对推进全域农村改革试验工作、实施乡村振兴战略具有巨大推动作用。本文从A市农村产权融资现状出发,分析了当前实践过程中存在的问题,并结合国际国内外典型案例,对完善农村产权融资配套机制建设提出了相关政策建议。
According to document The Approval and Reply on Extanding the Scope of Rural Reform Pilot Zones and Adding New Rural Reform Pilot Zones(Jointly issued by 17 departments including the Ministry of Agriculture and Rural Affairs),City A of Sichuan province has been approved to carry out rural reform experiments across the board.Under the background of reform,invigorating the sleeping resources in rural areas,promoting the marketization of rural resources,and and effectively realizing the transformation of resources into capital and then to fund will effectively promote the sustainable development of rural econom.Therefore,exploring and building a scientific and reasonable rural property financing supporting mechanism has a great role in promoting the work of rural reform in the whole region and implementing the rural revitalization strategy.Based on the present situation of rural property right financing in city B and combines the typical cases both at home and abroad,this paper analyzes the problems existing in the current practice and forward some relevant policy suggestions for improving the construction of rural property right financing supporting mechanism.
