摘要
基于政府采购制度改革深化的大背景,本文以人民银行专业化采购能力为研究对象,构建了采购队伍能力框架,框架包含九个专业化采购能力所涵盖的方面。在此基础上,对人民银行陕西辖区分支机构实行政府采购的现状与实践经验进行总结与分析,进一步搭建专业化采购能力评估模型,并运用专业化采购能力评估模型对人民银行陕西辖区各分支机构的采购工作进行评估,并提出相应的政策建议。
Based on the deepening reform of the government procurement system, this paper studies on specialized government procurement competences, and builds the framework of procurement capability, which includes nine aspects of purchasing functions.Combined with the framework, summarize and analyze the current status and practical experience of government procurement of branches of People’s Bank of China in Shaanxi Province, and then assess the procurement of these branches and put forward policy recommendations.
