公共图书馆全民信息素养教育战略设计研究——基于公共图书馆“十四五”规划文本分析

Research on the Strategic Design of National Information Literacy Education in Public Libraries——Based on the Text Analysis of Public Library's 14th Five Year Plan

摘要 文章基于对23份公共图书馆“十四五”规划文本的分析,发现公共图书馆全民信息素养教育目标与全民阅读、社会教育和特殊群体服务紧密相关,重点关注特殊群体信息素养提升需求,以数字技术应用和图书馆利用为主要教育内容,主要采用线上线下相结合的教育方式。基于此,提出公共图书馆全民信息素养教育战略设计建议,即分场景设计全民信息素养教育内容,结合区域特色设计信息素养教育内容及方式,将合作作为推进信息素养教育的重要手段。 Based on the text analysis of 23 public libraries'14th Five Year Plan,it is found that the goal of national information literacy education is closely related to national reading,social education,and services for special groups,with a focus on the information literacy improvement needs of special groups.The education content mainly focuses on digital technology applications and library utilization,and uses online and the combination of offline education.On this basis,suggestions are proposed for the strategic design of public library universal information literacy education,which includes designing the content of universal information literacy education according to different scenarios,designing the content and methods of information literacy education based on regional characteristics,and making cooperation an important means of information literacy education.
