摘要
“双碳”目标下,对构建完善、便捷和低能耗的冷链服务提出了更高期待。立足于“双碳”目标降低冷链配送行业的整体能耗水平,事关民生福祉,也是长效发展冷链市场、促进冷链经济高质量发展的必然选择。相变材料支撑下的无源蓄冷技术,为健全冷链配送网络的“毛细血管”,打通冷链配送环节最先、最后一公里提供了更多可能。本研究在梳理国内冷链行业发展特征的基础上,结合“双碳”目标的具体要求,客观分析了无源蓄冷类相变材料面临的发展机遇、潜在挑战。结合国际、国内冷链产业的演变态势和制约行业发展的各类因素,借助市域社会治理的协同治理范式,有针对性地提出充分顺应市场规律,多主体协同培育冷链需求;坚持以人民为中心,完善冷链网络的基础设施;营造共同体意识,协同消除区域性的机制障碍等对策建议。
Under the goal of"double carbon",higher expectations are put forward for building perfect,convenient and low energy consumption cold chain services.Based on the"double carbon"goal,reducing the overall energy consumption level of the cold chain distribution industry is related to the well-being of people.It is also an inevitable choice for long-term development of the cold chain market and high-quality development of the cold chain economy.The passive cold storage technology supported by phase change materials provides more possibilities for improving the capillaries of the cold chain distribution network and deepening the last mile of the cold chain distribution.On the basis of combing the development characteristics of the domestic cold chain industry,combined with the specific requirements of the"double carbon"goal,this study objectively analyzed the development opportunities and potential challenges faced by passive cool storage phase change materials.Combined with the evolution trend of international and domestic cold chain industry and various factors restricting the development of the industry,and with the help of the collaborative governance paradigm of municipal social governance,this study proposed the following suggestions:fully comply with the market law and cultivate the demand for cold chain through multi subject collaboration;insist on taking people as the center and improve the infrastructure of the cold chain network;build community awareness and coordinate to eliminate regional institutional barriers,etc.
