分立与合作:医养结合治理中的部门协同研究被引量：6

摘要政府部门间的过度分立、缺乏协同已成为医养结合的重要障碍。各部门各自为政,推进动力不一,使得政策碎片化,难以有效衔接。这与缺乏有效的协同机制、科层制的考核方式及部门间的利益博弈密切相关。可通过借鉴"河长制"建构部门间的有效协同机制、完善考核方式、调适利益、凝聚共识来解决。
