长江流域水生态环境保护规划进展 被引量:1

Planning progress of hydro-ecological environmental protection in the Yangtze River Basin

摘要 新中国成立以来,在相关规划指导下,长江流域水资源保护科研工作经历了从起步到逐步完善的发展历程。在长江流域水资源开发与配置、水环境监测与评价、水生态保护等方面进行了全流域、有重点和代表性的综合研究。为进一步推进长江大保护,守护好长江母亲河、构筑生态文明的美好家园,国家、水利行业和骨干企业积极践行“生态优先、绿色发展”理念,研究长江流域生态环境保护相关规划。文章在总结回顾相关规划基础上,进一步从国家、水利行业和企业三个层面总结梳理了长江流域水生态环境保护“十四五”规划,并按照生态空间理念提出了各生态空间规划研究的工作重点,以期提供不同视角的长江流域水生态环境保护未来发展形势导览,为长江流域水生态环境保护工作提供借鉴。 Since the founding of New China,under the guidance of planning,Scientific research on water resources protection in the Yangtze River Basin has been gradually improved.In the Yangtze River Basin,comprehensive research of the development and allocation of water resources,Hydro-environment monitoring and evaluation,and Hydro-ecology protection have been carried out.In order to further promote the protection level of the Yangtze River,protect the Mother River of the Yangtze River,and build a beautiful home for ecological civilization,the state,the water conservancy industry and enterprises actively practice the concept of ecological priority and green development.In recent years,eco-environmental protection plans for the Yangtze River Basin have been launched.On the basis of reviewing the planning of the water eco-environmental protection in the Yangtze River Basin,this paper further summarizes the 14 th Five-Year Plan for the water eco-environmental protection of Yangtze River Basin from the three levels of the state,the water conservancy industry and enterprises.According to the concept of ecological space,the work priorities of each ecological space are proposed.In short,this paper analyzes the future development direction of water eco-environmental protection in the Yangtze River basin,which can provide reference for the work of water eco-environmental protection in the Yangtze River basin.
