摘要
随着社会进步,工业化的高速发展创造了前所未有的财富,同时也对环境产生了难以弥补的创伤,自然灾害发生频率一年比一年频繁,损害程度更为严重。为了减少社会财产受到的损失,提升应急救援能力刻不容缓。针对应急救援中碰到的实际问题,以实际调查法、比较法和分析法为主,调研多支经验丰富的救援队伍,分析其组织架构和指挥模式,反复比选更为高效的行为方式,得出一个效率较高且适合救援行动的组织架构。
With the progress of society and the rapid development of industrialization,unprecedented wealth has been created.At the same time,irreparable trauma has been caused to the environment.The frequency of natural disasters is more frequent and the degree of damage is more serious year by year.In order to reduce the loss of social property,it is urgent to improve the emergency rescue ability.In view of the practical problems encountered in emergency rescue,the research focuses on practical investigation,comparison and analysis,investigates many experienced rescue teams,analyzes their organizational structure and command mode,repeatedly compares which set of behavior is more efficient,and finally comes to an organizational structure with high efficiency and suitable for rescue operations.
