摘要
"优秀教师留任"是当前困扰乡村教育发展的首要问题,即便多种奖补政策并行,优秀教师依然留任困难。究其原因是由于优秀教师留任乡村使其自身损益失衡。通过分析发现,对教师奉献精神的过高期待,盲目提高乡村教师待遇或者乡村教师补偿不足都不利于乡村教师队伍的长效发展。因此,从博弈的视角对优秀教师和当地政府的行为策略进行分析成为制度理性的需要。在地方政府与优秀教师的相机博弈中,政府想要稳定乡村优秀教师队伍应明确几个问题:第一,明确已流失的优秀教师的流向及其当前收益均值,以确定追加成本的标准;第二,明晰各地政府面临的财政压力,以确定追加成本的可持续性;第三,合理界定乡村优秀教师的标准,以增加留任概率;第四,通过制度倾斜为教师解决留任的"后顾之忧"。
"Excellent teacher retention" is the primary problem that troubles rural education development at present. A variety of award and subsidy policies in parallel cannot solve this problem. The reason why excellent teachers cannot be retained in rural areas is that the retention causes teachers’ profit and loss imbalance. The excessive expectation of teachers’ dedication,the blind improvement of rural teachers’ salary or the insufficient compensation of rural teachers are not conducive to the sustainable development of excellent rural teachers. Therefore, it is rational to analyze the behavior strategies of excellent teachers and local governments from the perspective of game theory. In the game between local government and excellent teachers, the government needs to: first, clarify the flow direction of the excellent teachers who have been lost and their current average income to determine the standard of additional cost;Second, clarify the fiscal pressures on local governments to determine the sustainability of additional costs;Third, reasonably define the standard of excellent rural teachers to increase the retention probability;Fourth, through the system tilt for teachers to solve the retention of "worries".
