摘要
中国共产党的农村土地政策是构建农村地权秩序的基本遵循。建党百年来,党的农地政策经历了由革命性资源到组织性资源以及经济性资源的历时性演进。具言之,在革命战争时期,党的农地政策意在通过土地产权重整来发动广大农民的革命热情,进而实现中国农村社会秩序的结构性重塑;在国家建设时期,党的农地政策意在通过集体农业实现对中国传统小农经济的组织化塑造,进而为社会主义工业化提供农业剩余;在改革开放时期,党的农地政策意在通过农地产权结构的制度性调整来重塑农村激励结构,进而为集体土地所有权统一经营留下制度空间。历史经验表明,始终保持开放型认知模式和使命型信念结构,可以保持领导集体对复杂决策场域的立体性透视和整体性认知,进而实现党的农地政策存续的有效性和变迁的适时性。
The Rural Land Policy of the Communist Party of China is the basic system to follow in constructing the order of rural land rights.In the past 100years since the founding of the party,the Party's rural land policy has undergone a diachronic institutional evolution from revolutionary resources to organizational resources and economic resources.In other words,during the Revolutionary War period,the Party's agricultural land policy was intended to arouse the revolutionary enthusiasm of the vast number of peasants through the reorganization of land property rights,thus realizing the structural reconstruction of China's rural social order;The party's agricultural land policy was intended to organize and shape China's traditional natural economy through collective agriculture,thus providing the agricultural surplus for socialist industrialization,the party's rural land policy intends to reshape the rural incentive structure through the institutional adjustment of rural land property right structure,thus leaving institutional space for the unified management of collective land ownership.The historical experience shows that maintaining the open cognitive model and the mission-based belief structure can maintain the three-dimensional perspective and overall cognition of the leading group to the complex decision-making field,then realizes the Party's agricultural land policy survival validity and the vicissitude timeliness.
