技能人才评价的职前与职后衔接研究——基于利益相关者视角

摘要 技能人才评价是人才评价机制的重要组成,是强化技能型人才培养、使用、激励的重要手段。职前与职后技能人才评价的衔接是影响技能人才评价成效的关键。以利益相关者理论为视角,从分析利益主体、明确利益诉求、建立利益关系三个维度,剖析影响职前与职后技能人才评价衔接的利益冲突,通过明确利益联结、健全衔接制度、畅通协调机制、创新衔接载体四个方面,探索促进职前与职后技能人才评价衔接的路径。 Skilled talent evaluation is an important component of the talent evaluation mechanism,and an important means to strengthen the cultivation,use and incentives of skilled talents.The connection between pre-service and in-service evaluation of vocational skilled talents is the key to the effectiveness of vocational skilled talents evaluation.From the perspective of stakeholder theory,we first analyze the conflicts of interests affecting the connection between pre-service and in-service skilled talents evaluation in terms of three dimensions,namely analyzing the interest subjects,clarifying the interest demands and establishing the interest relations.Then,we explore the path to the connection between pre-service and in-service skilled talents evaluation from four aspects,including clarifying the interest connection,improving the connection system,smoothing coordination mechanism and innovating the connection carrier.
